ITANAGAR, Feb 27: The Arunachal Pradesh Engineering Service Association (APESA) has strongly condemned the physical assault on two Junior Engineers of the Public Health Engineering & Water Supply (PHE & WS) Department at their government quarters in PHED Colony, Mechukha, Shi Yomi district.
In a press statement, APESA revealed that the two engineers, Peli Basar and Kento Angu, were allegedly attacked by a mob led by Sange Chukla and Er. Tenzing Chukla in the intervening night of February 13 and 14. APESA, the apex body representing engineers in the state, asserted that such incidents are highly demoralizing for essential service personnel and detrimental to the overall development and peace of the state.
The association in its representation submitted to the Chief Minister, sought his intervention and urged the Government to take strong and deterrent action to ensure justice for the assaulted engineers. APESA also demanded a review of the Bharatiya Nyaya Sanhita (BNS), 2023 sections applied in the FIR, arguing that Sections 333, 115(2), 3(5), and 3 were too lenient for such an attack on public service personnel.
Further, APESA called for an independent Special Investigation Team (SIT), led by an officer of at least the rank of Deputy Inspector General of Police (DIGP), to probe the case, citing concerns over the lack of seriousness in the investigation by the Officer-in-Charge of Mechukha Police Station.
Highlighting the long-standing security concerns of service engineers in the state, APESA also pressed for the enactment of a protection law similar to the Arunachal Pradesh Protection of Medical Service Personnel and Medical Service Institutions (Prevention of Violence and Damage or Loss of Property) Act, 2019.
The association has urged the state government to take immediate steps to ensure the safety and security of engineers working in essential services and prevent such incidents in the future.
