Naharlagun, Sep 19: A 3-day training on preparation of Hospital Disaster Management Plan was inaugurated at the Tomo Riba Institute of Health and Medical Sciences (TRIHMS), Naharlagun by MLA cum Advisor to Minister (Disaster Management), Nakap Nalo in presence of Komkar Dulom, Addl. Secy cum Director (DM); Dr S Raina, CMS (TRIHMS), Dr. Hari Kumar, Director (Geohazard Society) and Dr. L Jampa, Epidemiologist & State Surveillance Officer. 
This training programme for Medical Officers of TRIHMS, Zonal Hospitals, major District Hospitals and Private Hospitals of Itanagar Capital Complex is organised by the Department of Disaster Management in collaboration with the Department of Health Services, Govt of Arunachal Pradesh and resource persons from Geohazard Society, New Delhi, India. The aim of the training programme is to train the Medical Officers of the State on preparation of Hospital Disaster Management Plans to enable the hospitals to respond rationally to disasters and mass casualty incidents. 47 medical officers across the State including private hospitals of Itanagar Capital Complex are attending the training programme.
In his key note address, Nalo, expressed concern at the increase in incidences of manmade disasters especially in the Capital Region of the State. He emphasized that although we cannot stop disasters, better preparedness and planning will help in savings lives of the communities. As doctors play a crucial role in saving lives of communities during disasters, it is important that such trainings are organised at regular intervals. He advised that all the Deputy Commissioners be directed to organise such training programmes in the districts for medical officers, police personnel and other concern departments of the State. He requested TRIHMS to submit proposals for organizing such training programme to the government. 
Earlier the Addl Secretary cum Director, Disaster Management, briefed the gathering about the significance of the training programme. He emphasised how impacts of climate change, global warming and anthropogenic activities have increased the incidences of disasters in the State and the need for preparedness to these disasters. He highlighted the initiatives of Government of Arunachal Pradesh under Pakke Tiger Reserve 2047 Declaration on Climate Change Resilient and Responsive Arunachal Pradesh, where it has mandated the Department of Disaster Management for preparation of Disaster Management Plans and generating awareness among communities. He advised all the participants to actively participate in the training programme and assured them that the department will help in preparation of Hospital Disaster Management Plans. He requested the medical officers for preparation of specific plans of their respective hospitals and training on incident response system (IRS). He advised them to carry out mock drill regularly in the hospitals based on IRS as it will help in identifying the role and responsibilities during disasters.
Dr. Hari Kumar, Director (Geohazard Society) summarised the gathering about the schedule of the training programme. He mentioned the importance of having a management plan as incidences of climate change have increased disasters across the country. Although no major disaster has occurred in the State, we should be prepared for any disaster in the future. He highlighted “who does what during the times disaster” is important. Hence, he advised the participants to conduct mock drills at regular intervals to test their Hospital Disaster Management Plans. 
While delivering vote of thanks Dr. L Jampa, Epidemiologist & State Surveillance Officer suggested that more such collaborative training of Disaster Management Dept and Dept of Health Services is needed.
