ITANAGAR, Dec 19: The state government has dismissed Gomo Sora, Finance & Accounts Officer, Office of the Deputy Commissioner, Yupia with immediate effect, for his involvement in the paper leakage scam which rocked the state’s highest recruiting body, Arunachal Pradesh Public Service Commission (APPSC).
Sora, the then Finance & Accounts Officer, office of the Deputy Commissioner, Yupia was charge sheeted vide Memo. DA/II/371/2021 dated 06-01-2023 for initiating disciplinary proceeding under Rule 14 of Central Civil Services (Classification, Control and Appeal) Rules, 1965 for his misconducts in the paper leakage scam of APPSC.
It is worth mentioning here that, the Inquiry Officer had conducted the Departmental Inquiry and submitted the Inquiry report vide U.O. No. Secy / Parl. Aff. /01/2024 dated 31-07- 2024 with all supporting documents. As per the Inquiry Report, Gomo Sora, Finance & Accounts Officer has committed the breach of provisions of Rule 3 (I) (i), (ii) (iii), (vi), (viii), (ix), (xiv), (xv), (xvi), (xviii) & (xxi) of the CCS (Conduct) Rules, 1964.
A copy of the Inquiry Report was served upon the Charged Officer Gomo Sora, Finance & Accounts Officer vide letter No. DA/II/382/2023 dated 25-10-2024, to which he submitted a written response to the Inquiry Report vide letter No Nil dated 18-11-2024.
The Memo of Charges, report of the Inquiry Officer and response of the Charged Officer Gomo Sora has been examined with reference to the facts of the case and found that the Charged Officer has committed grave misconduct which has shaken the trust and confidence in the fairness and transparency in the process of public recruitment.
After careful consideration of all the relevant facts and conduct of the Charged Officer, it is in the fitness of the things to impose upon him the major penalty and it is considered that the conduct of the said Shri Gomo Sora, Finance & Accounts Officer has been found to be a grave misconduct and any lenient view in such matters may send a wrong message to other officers and also to the society at large. It was highly unbecoming of a public servant and such person should not be allowed to continue in the job under the State Government, the order stated. (DIPR PR cell)
