Itanagar, Sep 20: The Department of Education conducted a high-level meeting today to review appeals received against the recently issued Teachers' Transfer and Posting on July 20. The order had impacted a total of 203 teachers, which includes PRTs, TGTs ,PGTs ,PETs and BEOs. Numerous appeals for stay or cancellation were received on various grounds such as spouse posting, medical issues, prior service in hard areas, and specialized educational assignments.
The review was held under the framework of the Teachers' Transfer and Posting Policy, 2025, which aims to ensure equitable and need-based deployment of teachers, safeguard students' academic interests, and maintain fairness, transparency, and job satisfaction within the teaching community. The policy covers all regular teaching cadres under the Department of School Education (excluding district ministerial staff) and mandates that transfers are to be conducted annually. The policy also reaffirms that transfers are not a right, and any relaxation will only be permitted under administrative exigencies with Cabinet approval. It formally supersedes the 2019–2020 Transfer Policy.
The meeting was chaired by Amjad Tak, Commissioner (Education), with members Tanyang Tatak, I/c Director, Secondary Education, Tani Talom, I/c Director, Elementary Education among others.
A total of 120 appeals were submitted on medical grounds which includes 45 PRTs, 126 TGTs, 8 PGTs, 2 PETs, and 2 BEOs. These cases have been referred to the State Medical Board at TRIHMS, Naharlagun, with physical verification scheduled from September 23-25. DDSEs have been instructed to immediately relieve any teacher whose appeal is rejected upon receipt of the Board’s report.
Teachers serving in roles like Booth Level Officers (BLOs), NCC CTOs, and Scout & Guide Coordinators will not be retained solely based on these assignments. They are required to comply with their transfer orders.
The proposal for formal creation of Head Teacher posts is under process. Until official appointments are made based on seniority, those currently holding such roles on a contingent basis will not be retained. Appeals from teachers nearing retirement were sympathetically considered, and select cases were approved for retention on compassionate grounds.
Teachers with children in Class X or XII have been granted temporary retention until the completion of board examinations. They are directed to join their new postings immediately thereafter, failing which disciplinary action will follow.
After a comprehensive review, the Board has approved the retention of 2 PRTs and 10 TGTs based on merit.
This exercise is one of the most meticulous and transparent transfer processes conducted by the Department of Education, involving clerical staff, Branch Officers, Directors of Elementary and Secondary Education, Secretariat officials, and oversight by the Commissioner (Education).
