Sona stresses on holistic education to truly nurture future generations
Itanagar, Aug 8: The Arunachal Pradesh Cabinet, chaired by Chief Minister Pema Khandu on Friday approved a series of far-reaching decisions aimed at empowering youth, strengthening the social security net, enhancing education infrastructure, and reforming recruitment procedures across departments.
Marking a pivotal step towards holistic youth development, the Cabinet approved the Arunachal Pradesh State Youth Policy 2025.
The action-oriented policy outlines 9 Youth Development Goals (YDGs) focusing on quality education and sustainable employment, entrepreneurship, skills and innovation hubs, healthy lifestyles, youth leadership, creative expression, sports and adventure promotion, preservation of culture and biodiversity, and building a safe and inclusive society.
Describing the policy as a “dynamic, action-oriented roadmap” to guide the state’s youth towards growth and leadership, Chief Minister Khandu said the initiative marks a paradigm shift in the state’s approach to youth empowerment, ensuring that every young Arunachalee has the opportunity to learn, lead, and contribute to both the state and the nation.
Under the Chief Minister Disability Pension component of the Chief Minister Social Security Scheme (CMSSS), the Cabinet approved major relaxations: Age limit removed – all persons with disabilities, regardless of age, are now eligible (earlier, it was 3 years and above).
Disability threshold lowered – persons with 40% disability and above will now be eligible (earlier 70%). Other existing criteria remain unchanged, ensuring broader coverage for the Divyangjan community in the State.
Cabinet approved creation of 18 new posts in the Science stream at Donyi Polo Government College, Kamki – including 10 Assistant Professors, 4 Laboratory Assistants, and 4 MTS positions. Moreover, five new Principal posts were sanctioned for Government Colleges in Geku, Basar, Palin, Roing, and Tawang.
Reform of Recruitment Rules: Animal Husbandry Department – Updated rules for Stockman and Laboratory Assistant posts, including revised age and educational qualifications, streamlined selection procedures, and new Departmental Promotion Committee composition.
Agriculture Department – Supersession of 1999 rules for Statistical Inspector and Marketing Inspector; adoption of the Agriculture Statistical Inspector Group-C Recruitment Rules, 2024, enabling direct recruitment of statistical graduates.
Amendments in Forest Department Service Rules: Changes approved to the Arunachal Pradesh Forest Service Rules, 2019 and Range Forest Officer Recruitment Rules, 2019, strengthening governance and environmental protection under the Department of Environment, Forest and Climate Change.
The Council of Ministers also approved the Arunachal Pradesh Arun Parivar Patra Authority Rules 2025 to ensure uniform procedures and operational clarity for all stakeholders. Framing of these rules will also ensure effective enforcement of data protection and consent norms while public confidence in the transparency and fairness of the system will be maintained.
The Cabinet was briefed about the proposed inauguration of the new building of the Gauhati High Court, Itanagar Permanent Bench on August 10. The new Court building heralds a new era of swift and seamless justice delivery to the people of Arunachal Pradesh, officials said.
These collective decisions reaffirm the Government’s commitment to inclusive governance, youth empowerment, academic excellence, and transparent administrative reforms, they added.
