ITANAGAR, Jan 6: Chief Minister Pema Khandu on Tuesday termed the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 as a historic and future-ready reform that will fundamentally reshape rural employment and livelihood security in Arunachal Pradesh.
Speaking at a press briefing at the State BJP Headquarters, the Chief Minister said the new Act, which replaces MGNREGA, marks a decisive shift from short-term wage support to sustainable, dignity-based rural livelihoods, with 125 days of guaranteed employment and a stronger focus on outcome-driven implementation.
“This is not just an employment scheme, it is a mission to empower rural Arunachal,” Khandu said, adding that the Act removes long-standing administrative bottlenecks by increasing the administrative expenditure cap to 9 per cent, enabling improved manpower deployment, training, remuneration and technical capacity at the village level.
The Chief Minister underlined that the VB-G-RAM-G Act links employment generation with water security, climate resilience, rural infrastructure strengthening and livelihood regeneration, ensuring that public works directly contribute to long-term rural development.
A major reform under the Act is the introduction of technology-driven governance, including biometric authentication, digital tracking of works, public disclosure platforms and stronger social audit mechanisms. These measures, he said, will enhance transparency, prevent leakages and ensure benefits reach genuine job seekers, even in the most remote corners of the state.
Acknowledging the agricultural dependence of rural households, CM Khandu said the scheme’s 60-day agriculture break is a farmer-friendly provision that respects peak farming cycles, allowing workers to prioritise cultivation without sacrificing employment security.
The Act will be rolled out from this year, with AI-enabled monitoring systems to ensure real-time oversight, improved efficiency and accountability across rural Arunachal Pradesh, he stated.  
Among others, Minister PR,RD Ojing Tasing, State BJP President Kaling Moyong and former Minister Tage Taki also attended the press conference.
