Itanagar, Oct 17: The Arunachal Pradesh State Commission for Women (APSCW), has urged the district administration to carry out checking of bars and nightclubs in the Itanagar Capital Region (ICR) to ensure such outlets remain open within permissible time limit.
A team today called on Deputy Commissioner and Superintendent of Police, Itanagar Capital Region to apprise on women related issues. Since its inception, the Commission has been working relentlessly for the welfare and cause of women and girls issues in the State.
The Commission team led by Chairperson Taga Yalem Burang along with Member and Member Secretary met the Deputy Commissioner Toko Babu and discussed about the mushrooming of bars and nightclubs especially in the Itanagar Capital Region(ICR). They expressed concern regarding reports relating to adolescent girls engaged or trapped in the circle of immoral activities attributing it as one of the factors for rising case of HIV/AIDS in the state as a whole. The Commission further said that bars and nightclubs are open and running throughout the night in an unregulated manner, without adhering to Government  Guidelines. 
In this connection, the Commission referred to the DC Order issued vide number DC-ICC-17016/3/2025-JUD, dated 11/02/2025 wherein it was mandated to adhere to the timing of bar opening and closing and checking of Aadhaar or ID proof to ascertain the customer is above 18-years-old, while Police, Executive Magistrate and Department of Tax and Excise was enjoined upon to enforce the order.
Furthermore, the APSCW also requested  the esteemed offices to implement the AP Tenancy Act 2022 and NDPS Act 1985 strictly and issue direction to landlords/flat owners to prevent immoral /illegal activities such as Narcotics and other Psychotropic substance consumption in private and public  areas, illegal gatherings and other anti-social conducts. They also called for periodic joint inspection by the police and other designated enforcement departments in suspect locations from time to time.       
The Commission also expressed concern  especially on young underage girls indulging in immoral activities  and  flesh trade. 
DC  Capital, SPs of Itanagar and Naharlagun also expressed their concern on this matter; they cited one of the causes of such immoral activities is due to unemployment, lack of social security, broken families  and economic disparity. They further opined the need for long term remedies in the form of policy programme to address the issue.
The Commission urged the State Government to make a policy for rescued victims to be given proper counseling and provided alternate livelihood opportunities such as vocational training, skill development, and employment support to help them rebuild their lives with dignity.
