MIAO, Oct 7: The State Cabinet, chaired by Chief Minister Pema Khandu, convened its Changlang Cabinet Aapke Dwar meeting at Miao, Changlang District, on Tuesday. The Cabinet took several major policy and administrative decisions aimed at strengthening governance, promoting inclusive education, improving service delivery, and accelerating the state’s socio-economic growth. The state Cabinet has approved the new Arunachal Pradesh Print and Digital Media Advertisement Policy, 2025. This policy will consolidate and streamline government advertisements, which were previously managed under two separate policies for print and electronic media.
This new, unified policy will be the sole framework for all state government departments and State public sector undertakings. Its main goals are to ensure judicious use of advertisement funds, to create a transparent and efficient single-window system for media outlets, and to establish clear guidelines for the empanelment of media houses.
This policy replaces the Advertisement Policy, 2018, and the Electronic Media Advertisement Policy, 2020, with a single, comprehensive framework for both print and digital media. All government advertisements will now be routed exclusively through the Directorate of Information & Public Relations (DIPR), ensuring consistency and accountability.
The Cabinet also approved "Recruitment to the post of Director (Information and Public Relation), Rules 2025" to streamline the recruitment process for the Group 'A', Gazetted post of Director, Information and Public Relations. This new notification, which supersedes the previous recruitment rules of 1981. The Cabinet approved the amendment of Section 3(2)(a) of the APSSB Act, 2018, to ordinance eligibility criteria for the post of Chairman, ensuring greater administrative experience and accountability in the functioning of the recruitment body. 
The Cabinet approved amendments to APPR Act 1997 and APLA (Prohibition of Defection) Act which will not only strengthen the grass root democratic institutions functioning but also empower Panchayats. Also, in order to streamline process of conduct of election, government has decided to amend rules in Conduct of Panchayat Elections. It also approved amendments to Section 11 of the Arunachal Pradesh Salaries, Allowances, and Pension of Legislative Assembly Act, 1983, granting pensionary benefits of Rs 60,000 per month to Ex-Council Members and Ex-MLAs who served for full or partial terms. 
The Cabinet approved the formation of Joint Venture Company: NHPC Arunachal Green Energy Limited (for Kamala – 1720 MW & Subansiri Upper – 1605 MW). NEEPCO Arunachal Hydro Power Corporation Limited (for Tato I, Tato II, Heo, Naying, and Hirong Projects). These initiatives will play a pivotal role in realising the Decade of Hydro Power (2025–2035), targeting 19 GW of capacity and attracting investments, creating jobs and contributing to India’s net-zero goals. 
The Cabinet approved the Recruitment Rules, 2025, for posts under the Directorate of Prosecution - Director, Deputy Director, and Assistant Director (Prosecution) - to establish a structured hierarchy and ensure efficient, professional prosecution services. The Cabinet approved amendments to: Assistant Engineer Recruitment Rules (2005) to streamline promotion from among Junior Engineers.  Recruitment Rules for Scientist-B and Scientific Assistant under the Directorate of Forensic Science, PTC Banderdewa, to align with new national criminal laws emphasising forensic evidence in justice delivery. The restructuring will enhance scientific manpower and improve state forensic capabilities. 
In a landmark step toward inclusive development, the Arunachal Pradesh government—under the “Cabinet Aapke Dwar” initiative at Miao—has given in-principle approval for a state-of-the-art Special School dedicated to ChildrenWith Special Needs (CWSN). This visionary move reflects the government’s unwavering commitment to equity, compassion, and empowerment. The Department of Education has been tasked with preparing a proposal for creating essential posts to bring this institution to life. The school will offer world-class education, therapy, and health facilities, ensuring every child receives the care and opportunity they deserve. It’s more than a school—it’s a promise of dignity, hope, and a brighter future for every special child in Arunachal Pradesh. 
The Cabinet further deliberated on key issues concerning the Department of Agriculture. The Department currently faces a shortage of field officers, with 42 key posts lying vacant, ranging from Director Agriculture down to District Agriculture Officers and equivalent posts. These will be filled through promotion from among the senior-most officers of the department. The filling or regularisation of higher-grade posts will create 42 resultant vacancies. 
This will pave the way for recruitment of entry grade officer - Agriculture Development Officers (ADOs) from among eligible agriculture graduates in the State, helping to address unemployment problem.
After detailed deliberation, the State Cabinet approved the amendment of the Arunachal Pradesh Agriculture Service (APAS) Rules, 2005 to address the vacancies, streamline promotions, and strengthen the overall administrative structure of the Department.
The decisions taken in the Changlang Cabinet Aapke Dwar at Miao reflect the State Government’s unwavering commitment to good governance, inclusive development, administrative efficiency, and youth empowerment.
The meeting underscored the Government’s focus on education, decentralization, digital communication, hydro power expansion, and justice delivery, marking another important milestone in Arunachal Pradesh’s journey toward a Viksit Arunachal by 2040. These reforms will strengthen local administration, improve law and order management, enhance border area coordination, and ensure that governance is brought closer to the people in remote and sensitive areas.
