Itanagar, Jul 10: Law Minister Kento Jini, who is also the Guardian Minister for Papum Pare district, chaired the District Level Monitoring Committee (DLMC) meeting for Papum Pare, held at the Civil Secretariat on Thursday. The meeting organised by the District Planning Office was attended by Vishakha Yadav, Deputy Commissioner of Papum Pare, along with Heads of Offices (HoOs) of various departments from the district.
In his address, Jini emphasized the pivotal role of departmental heads in ensuring effective and timely implementation of government schemes and developmental projects. He underscored the importance of service delivery reaching the last mile beneficiaries in an efficient and transparent manner.
Expressing strong views against corruption, the Minister asserted that all possible efforts must be undertaken to eradicate entrenched corrupt practices. He categorically stated that the culture of giving and taking commissions must be brought to an end, noting that such practices adversely impact the quality of project execution.
Responding to grievances raised by officials, the Minister advised them to submit written representations routed through the Deputy Commissioner to the Mentor Secretary for appropriate intervention.
Taking serious note of the absence of certain officials from the meeting, Jini directed the Deputy Commissioner to issue show-cause notices to those who abstained without prior intimation. He reiterated the importance of the DLMC, describing it as the highest developmental forum at the district level constituted by the Government of Arunachal Pradesh. “Disrespecting the sanctity of this forum will not be tolerated,” he added.
The Minister also reviewed the progress of welfare schemes and urged departments to intensify their Information, Education, and Communication (IEC) activities to ensure greater awareness among the public, particularly those from economically weaker sections.
During the meeting, the Deputy Commissioner briefed the Minister on several initiatives in the pipeline, including the establishment of Fundamental Learning Centers, a Model Health & Wellness Center at Yupia, and automation of Inner Line Permit (ILP) checks at key entry points of the district.
Heads of Engineering Departments presented updates on ongoing and completed projects under various schemes, including RIDF, SASCI, RUSA, NESIDS, CRIF, CMCSRDP, and SJETA. They also brought to light several implementation challenges and bottlenecks encountered at the ground level.
Representatives from Agriculture and allied departments provided an overview of their departmental schemes, while concerns related to delays in disbursement of loan components under the Atma Nirbhar Schemes were flagged for the Minister’s attention.
Key infrastructure projects such as the Engineering College at Toru and water supply projects for RGU, FTI, and NIT were thoroughly deliberated during the meeting.
The DLMC meeting concluded with assurances from the Minister for necessary follow-up on issues raised and a renewed commitment to ensuring transparency, accountability, and timely delivery of public services in Papum Pare district.
