Itanagar, Feb 4: Arunachal Pradesh Governor Lt. General KT Parnaik (Retd.) addressed the fifth (budget) session of the eighth Legislative Assembly in the Legislative Assembly Chamber, Arunachal Pradesh Legislative Assembly Complex, Itanagar today..
The Governor said that meeting after the Golden Jubilee of the Legislative Assembly is a moment to honour its proud legacy by upholding the dignity of the House and strengthening responsible, people-centric governance. He expressed confidence that the collective wisdom and unity of the Members would continue to guide the State towards peace, progress, and prosperity, in line with the vision of a Viksit Bharat and a Viksit Arunachal. With renewed energy and a spirit of cooperation, he looked forward to working together to advance inclusive, sustainable, and transformative development for all citizens.
The Governor, on behalf of the people of Arunachal Pradesh, expressed deep gratitude to the Government of India, especially Prime Minister Narendra Modi, for his visionary leadership and steadfast support in transforming the State. He said that the Prime Minister’s recent visit to Itanagar, during which development projects worth over `5,100 crore were inaugurated, reflects the Centre’s focused commitment to Arunachal Pradesh’s growth. Parnaik also highlighted the launch of the GST Bachat Utsav as a step towards transparent, citizen-friendly governance and a stronger business environment. Since 2014, the State’s share of central taxes has crossed `1 lakh crore, underscoring the strength of Centre–State partnership in building a prosperous, inclusive, and sustainable future, he said.
Sharing the State Government’s vision for a Viksit Arunachal Pradesh, the Governor said that as the House meets for the first time this year, the State stands at a moment of renewed confidence and purposeful reflection. It is a time to review the progress made and to renew our collective resolve to build a prosperous, inclusive, and self-reliant Arunachal, aligned with the national aspiration of Viksit Bharat. He emphasized that this vision seeks to empower youth through education and employment, enable women to lead social and economic change, ensure that every community benefits from development, and allow cultural heritage to thrive alongside modern growth, capturing the spirit of ‘Vikas Bhi, Virasat Bhi’.
The Governor highlighted the Panch Pratigyas articulated by the State Government under the leadership of the Hon’ble Chief Minister as the clear roadmap towards Viksit Arunachal and Viksit Bharat@2047. These five commitments place youth and human capital at the heart of development; strengthen livelihoods and rural self-reliance; ensure growth in harmony with nature; drive green energy and hydropower-led transformation; and promote sustainable tourism that preserves identity while creating livelihoods. Together, the Panch Pratigyas represent a shared promise for the future, one that empowers people, respects nature, strengthens the economy, and ensures inclusive and sustainable progress for Arunachal Pradesh, he said.
The Governor said that this august House has a pivotal role in shaping the future of Arunachal Pradesh, with every Member entrusted with the solemn responsibility of voicing the hopes and aspirations of their constituents and working for the collective good of the State. He emphasized that the journey towards a Viksit Arunachal is a shared endeavour, not confined to any single institution or generation, but one that calls for close cooperation between the Union and the State, between institutions and citizens, and between present priorities and future aspirations.
Expressing confidence in the wisdom and sense of collective purpose of the Legislative Assembly, the Governor said he is certain that the House will rise to the challenges and opportunities ahead with dedication and integrity, contributing to national strength and the realization of Viksit Bharat. In this spirit, he urged the House to remain a vibrant forum for constructive dialogue, where every Member acts as a true custodian of the people’s trust, engages in meaningful deliberations, and works together to strengthen democracy, uphold unity, deepen public confidence, and accelerate the development and growth of Arunachal Pradesh.
The Governor highlighted that the recent people’s mandates, expressed through local self-governance, reflect a deepening faith of citizens in democratic institutions and their desire to actively shape their own development. He spoke of a micro-development approach that places communities at the centre, supported by sustained investments in infrastructure and connectivity to bridge distances and bring opportunities closer to the people.
Emphasizing human capital as the foundation of Viksit Arunachal, the Governor underscored the importance of quality education, a growing knowledge economy, and the aspirations of the youth, along with the role of sports in building discipline, confidence, and national pride. He also highlighted the need to strengthen livelihoods through support to artisans, farmers, and the rural economy, while harnessing green energy and hydropower as drivers of sustainable transformation.
Stressing balanced growth, the Governor spoke of promoting sustainable tourism and a vibrant cultural economy rooted in indigenous traditions, alongside focused attention on indigenous affairs, good governance, public safety, and strong institutional capacity, all of which together form the pillars of a resilient, inclusive, and forward-looking Arunachal Pradesh.
