ITANAGAR, Oct 3: In a major breakthrough for law enforcement agencies, the Itanagar Capital Police arrested  Amoy Morang, former Director of Town Planning and Municipal Affairs, Arunachal Pradesh, who had been absconding for over two years despite multiple non-bailable warrants issued against him.
Morang, a resident of Sitpani village under Mahadevpur Police Station in Namsai district, was convicted on 22 February 2023 under Section 138 of the Negotiable Instruments Act. The Hon’ble Court had ordered him to pay ₹1,74,44,000 (One Crore Seventy-Four Lakh Forty-Four Thousand) along with ₹2,00,000 as compensation for loss and damages sustained by the complainant. The court had further directed that failure to comply with the order would result in simple imprisonment for one year.
However, despite the clear directives, Morang deliberately evaded the court’s order and remained at large, defying authorities and undermining the supremacy of the judiciary. Repeated attempts to apprehend him were unsuccessful, and several non-bailable warrants were issued during this period.
On 2 October 2025, in a meticulously planned operation, the Itanagar Capital Police finally tracked down and arrested Morang from Guwahati, Assam, where he had been hiding. The successful operation was led by Dy. SP Kengo Dirchi, SDPO Itanagar, with crucial support from Inspector K. Yangfo (OC, Itanagar PS), SI N.S. Liyang, Hct. J. Zirdo, and Hct. Robi A. Singh, in close coordination with the Assam Police. The entire operation was carried out under the supervision of  Jummar Basar, SP Itanagar.
