ANINI, Oct 3: As part of the ongoing Swachhata Hi Seva Campaign 2025, the Dibang Valley district administration on Thursday organised an interactive session for 23 trainee officers from the Lal Bahadur Shastri National Academy of Administration (LBSNAA) at the Deputy Commissioner’s Conference Hall. The session aimed to provide future civil servants with a deeper understanding of the complexities and realities of governance in one of India’s most remote and strategically significant districts.
Deputy Commissioner Bekir Nyorak inaugurated the session, highlighting the indispensable role of integrity, public engagement, and responsiveness in ensuring effective and people-centric governance. He urged the officers to remain committed to these principles as they prepare to take on leadership roles in public service.
Superintendent of Police Manish Shaurya, delivered a comprehensive presentation on the pivotal role of law and order in governance.
He elaborated on the unique geographical and topographical challenges of Dibang Valley and sensitised the trainees to a range of critical issues including ethnic conflicts, espionage threats, enforcement of the Inner Line Permit (ILP), illegal migration, drug trafficking, insurgency, and potential geopolitical risks stemming from Indo-China border tensions and water disputes.
Heads of various departments also shared presentations on the implementation and operational aspects of government schemes and welfare programmes in the district. These detailed briefings offered the trainee officers an opportunity to understand the on-ground realities of public service delivery and the innovative approaches adopted to overcome challenges in remote frontier regions.
The participating officers, drawn from diverse services such as the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), Indian Revenue Service (IRS), Indian Forest Service (IFoS), and other Central Civil Services, are part of the 2025 Civil Services Examination batch. The visit forms an integral part of their Himalayan Study Tour, aimed at equipping them with firsthand exposure to the administrative dynamics of India’s border districts.
