NYAPIN, Feb 17: In a move at decentralising governance, Chief Minister Pema Khandu chaired the first-ever "Cabinet Aapke Dwar" meeting in his third term, held in Nyapin, Kurung Kumey district. This initiative takes governance beyond the state capital Itanagar, ensuring direct engagement with people in remote areas.
Accompanied by fellow Cabinet ministers, the Chief Secretary, and senior government officials, CM Khandu observed firsthand the progress of various development initiatives and interacted with the people to better understand their aspirations.
Chief Minister Pema Khandu during his tenure has convened three such Cabinet meetings at Seijosa on 13 November 2021, Pasighat on 20 December 2021 and Ziro on 20 January 2022.
The Chief Minister authorised 38 agenda items to provide for the state's overall development. This was the highest agenda in Arunachal Pradesh's history for discussion and decision-making.In a major decision, State Cabinet approved “The Arunachal Pradesh Arun Parivar Patra Authority Bill, 2025”. This Bill seek to establish a family centric citizen data base for the State. The bill when passed shall streamline the delivery of public welfare schemes and services.In a significant step towards evidence-based governance and strategic planning, the Cabinet approved the establishment of the Institute for Transforming Arunachal (ITA). The institute will serve as the state’s premier policy think tank, providing research-backed advisory support, policy recommendations, and strategic direction to accelerate socio-economic development. It will be housed within the Department of Finance, Planning & Investment in line of Niti Aayog. ITA will focus on transformational governance, economic growth, sustainable development, and innovation. It will play a crucial role in shaping State Vision@2047, aligning it with India Vision@2047, and ensuring Arunachal Pradesh remains at the forefront of progress. By fostering an ecosystem of collaborative policymaking and research, ITA is set to catalyse Arunachal Pradesh’s transformation into a model of sustainable growth, economic resilience, and governance excellence.
The State Cabinet approved the Arunachal Pradesh Goods and Services Tax (Amendment) Bill, 2025 to implement different provisions of the Arunachal Pradesh Goods and Services Tax Act, 2017 in the State and to get it introduced and tabled for passing in the ensuing State Legislative Assembly Session.
To curb and regulate the rampant encroachment of government lands and matters connected therewith in the State of Arunachal Pradesh the Govt. of Arunachal Pradesh has enacted “The Arunachal Pradesh Public Premises (Eviction of Unauthorised Occupants) Act’ 2003.
The Cabinet approved appointment that any officer not below the rank of Deputy Commissioner, as appellate authority where the Deputy Commissioner while acting as an Estate Officer has passed an order against which appeal is filed. The Cabinet expects that the amendment will ease the processes for convenience of citizen and government bodies.
The Cabinet has approved the launch of “Arunachal Pradesh Handloom and Handicrafts Policy – 2024,” aimed at revitalising and modernising the state's handloom and handicraft sector. One of the key initiative under the policy is the comprehensive digital database for weavers and artisans designed to streamline resource allocation and provide customised support. Under the policy, recognition of exceptional craftsmanship award has been increased from `75000 to `100000 while second prize has been increased from `65000 to 75000.
The Cabinet also approved the creation of 270 (two hundred seventy) contractual posts for immediate operationalisation of Child Helpline Services in the State as well at the District level as per guidelines of Mission Vatsalya Scheme and Standard Operating Procedures (SoPs) of Child.
In order to ensure safety of life and property, Council of Ministers approved establishment of 05 (five) new Fire Stations at Raga under Kamle District, Yupia under Papumpare District, Boleng under Siang district, Lemmi under Pakke Kessang district and Tato under Shi Yomi district along with creation of 90 various posts.
The State Cabinet has decided to establish the Directorate of Prosecution in the State for speedy prosecution of cases besides rendering multifarious legal services in the State. The Directorate shall be headed by a Director of Prosecution and shall function under the administrative control of the Home Department, Govt. of Arunachal Pradesh. Cabinet also approved creation of 84 (Eighty Four) various posts for the above purpose. The Cabinet approved creation of 25 various posts of scientific assistant and laboratory assistant against five (5) Mobile Forensic Vans
In a major decision the Cabinet directed for winding up the isolated Engineering Wings to ensure financial proprietary, quality of execution and monitoring and non-delay in execution of projects.
The cabinet directed to assign engineering departments for result oriented and quality infrastructure.
The Cabinet decided to introduce Mission Olympics. Under the mission, the athletes shall have access to top-tier training facilities, expert coaching, nutritional support, and performance monitoring systems. These resources are crucial for their holistic development and success in highly competitive environments such as the Olympics. By fostering a robust ecosystem of support, the mission aims to empower athletes to participate and win in the Olympics and bring honour to Arunachal Pradesh.
The Sports Department will focus on Badminton, Skateboarding, Taekwondo, Judo, Weightlifting and Wushu.
As the financial year 2024-25 has been declared as Year of Youth, the State Cabinet approved for Arunachal Pradesh Youth Policy that includes Vision, Mission, Objectives , Youth Development Goals, Implementation Strategy and Monitoring and Evaluation for Youth development programmes.
Accordingly, 9 youth development goals have been identified which includes ensuring holistic and quality education for youth, promoting healthy lifestyles and holistic well-being of youths, generating sustainable employment avenues.
Cabinet approved making Late Kalikho Pul Memorial State Table Tennis Championship and Late Jambey Tashi Memorial State Level Tug of War Championship as State Calendar Event.
The cabinet gave a positive nod for revamping Dulari Kanya Scheme. The scheme which provided `20,000 as fixed deposit on the institutional birth of girl child which could be withdrawn on maturity i.e. 18 years has been further enhanced. At institutional birth `30,000 Fixed Deposit – to mature at age 18 years; On Class XI admission `20,000 DBT to beneficiaries total amounting to `50,000.
The cabinet was briefed that out of 26 Treasury offices of the state, 22 have been onboarded in centralised Treasury NET SYSTEM. This will ensure transparency and fast track the Treasury and Finance department activities. The department of Information Technology targets 100 percent computerization by May, 2025.

Further creation of PWD Sub-Division at Nyapin, with sanctioned posts for: 1 Assistant Engineer (Civil), 1 Upper Division Clerk One) UDC and 1 Lower Division Clerk (LDC).
Creation of an Electrical Sub-Division at Nyapin, Creation of an Electrical sub-division at Monigaon, Creation of Nyobia CD- Block and Creation of RWD Division in Koloriang.
Infrastructural Development of Community Health Centre, Sangram:C/O Ring Road from General Ground to Chera Talo District Hospital Via VKV School Gate, Sebiangriang, District Museum, CJM’s Bungalow, Malapu, Taipa. Multipurpose Sports Hall, at Laying, Kurung Kumey district.
