ITANAGAR, Mar 2: The State Cabinet headed by Chief Minister Pema Khandu in its meeting held today, approved several proposals aimed at strengthening governance, enhancing public services, promoting transparency, and supporting the welfare of employees across various departments. The following major decisions were taken:
The Cabinet approved the creation of 15 posts under the Arunachal Pradesh Finance & Accounts Service Cadre—5 posts of Senior Finance & Accounts Officer (SFAO), and 10 posts of Finance & Accounts Officer (FAO)/Treasury Officer (TO)—in the Department of Finance, Planning & Investment, to augment financial administration in the state.
Approval was granted for the up-gradation of Grade Pay for the post of Charge-man in the Department of Civil Aviation, as per recommendations of the High-Level Standing Committee on Pay Anomaly.
The Cabinet approved the “Draft Arunachal Pradesh Press Accreditation Rules, 2025,” to streamline accreditation for journalists and media professionals, emphasizing transparency, professional standards, ethical practices, and modernized frameworks..
Pay parity has been granted for Inspectors (JICS/JACS and SICS/SACS) in the Department of Cooperation based on the recommendation of the High-Level Standing Committee on Pay Anomalies, ensuring parity with analogous posts in other state departments.
Notification of the Recruitment Rules for Deputy Drugs Controller (DDC), Group-A (Non-Ministerial), in the Department of Health & Family Welfare was approved. This is expected to strengthen Arunachal Pradesh’s Drugs Regulatory Authority for improved public health outcomes.
The Council of Ministers, approved the framing of the Recruitment Rules of Senior Food Safety Officer, Group - A, Gazetted, Non-Ministerial in the Department of Health & Family Welfare, Government of Arunachal Pradesh. The amendment was made in supersession of all the recruitment rules notified in the year 2005 to align with the Food Safety and Standards Act 2006 and 7th Central Pay Commission.

The Arunachal Pradesh Transfer and Posting of Employees of Education department( Regulation & management ) Bill, 2026, to provide a statutory framework for regulating transfer and posting of regular teaching and non-teaching education department’s staff. The proposed legislation seeks to replace the existing policy based system with a law backed, uniform, transparent and technology enabled mechanism necessitated by the implementation of a fully automated Teacher’s ’s Registry Portal. This Bill will be placed in the ensuing Budget session.
The Cabinet approved the framing of Recruitment Rules for Physical Education Teacher(s) under the Department of Secondary Education. A Physical Education Teacher (PET) in Government schools plays a vital role in promoting physical fitness, sports culture, and healthy lifestyle habits among students. The framing of the Recruitment Rules for Physical Education Teachers will ensure that qualified and competent PETs are recruited in a transparent and systematic manner and are properly deployed across Government schools in the State. Grant of Professorship to College Teachers:
In view of the implementation of National Education Policy in the State, the Cabinet gave its approval togrant Professorship to the teachers of the Government Colleges of Arunachal Pradesh under the Career Advancement Scheme of University Grants Commission (UGC) Regulations – 2018. This will encourage the College teachers to go for more quality research works besides the normal class room teaching and go a long way for achieving excellence in the higher education of the State and the Nation.
Amendment of Recruitment Rules for the Post of Principal (Amendment) Rules 2012:
To update the recruitment rules for the post of Principal of Government Colleges of Arunachal Pradesh, the State Cabinet has approved the proposal to amend the existing Recruitment Rules for the Post of Principal (Amendment) Rules 2012 by incorporating the new criteria as prescribed by the University Grants Commission (UGC) under the UGC Regulations -2018 in the recruitment rules for the post of College Principal.
Amendment of existing reservation policy for allotment of Diploma, PCM, PCB and Allied seats in the State of Arunachal Pradesh:
In order to provide equal access to all the eligible candidates on the basis of category and merit, 20% seats earlier reserved for non-APST candidates are de-reserved for all the candidates so that only meritorious candidates get selected in this 20% OPEN Quota by leaving the 80% seats specifically for APST candidates.
These reforms are expected to bring long-term improvements in administration, transparency, career progression, and academic quality across schools and higher education institutions in the State.
A one-time relaxation was approved in Column 11 of the Recruitment Rules for Superintending Engineer, 2014, in the Department of Power to address pressing administrative requirements.
The Cabinet Launched "Pakke Declaration Implementation Report-2025". Climate Actions of Arunachal Pradesh by 23 Departments. The PakkeTiger Reserve–2047 Declaration on Climate Change Resilient and Responsive Arunachal Pradesh, adopted by the Government of Arunachal Pradesh on 13thNovember 2021, sets a comprehensive roadmap to protect the environment, conserve biodiversity, and promote sustainable development. Aligned with India’s Nationally Determined Contributions (NDCs), the 2030 Sustainable Development Goals, the Paris Agreement (2015), and the Sendai Framework for Disaster Risk Reduction (2030), the Declaration outlines 75 climate-resilient strategies under five ‘Panch-Dhara’ domains, emphasizing strong government–society collaboration.
The Declaration includes 410 action lines-162 short-term, 122 medium-term, and 126 long-term-being implemented across 23 departments including environment, water supply, agriculture, horticulture, disaster management, tourism, urban development, transport, health, forestry, fisheries, hydropower etc.
Of the 410 action lines, 246 have been completed, 70 are ongoing, and 94 are in the initiation phase. Further, 68 of the 75 defined strategies have been successfully achieved. A total investment of Rs. 802.6 Cr has been mobilised for the purpose.
