ITANAGAR, Sep 6: The All Arunachal Pradesh Workers Welfare Society (APWWS) has expressed grave concern over the ongoing illegal supply and engagement of inter-state migrant workers and contract labourers within the capital region.
In a letter to the Deputy Commissioner of Itanagar Capital Complex, the Vice President APWWS Karbia Sonam alleged that several individuals, contractors, and agencies have been supplying labourers to both government and private sectors without obtaining the mandatory labour license or establishment registration as required under the Contract Labour (Regulation & Abolition) Act, 1970 and the Inter-State Migrant Workmen (Regulation of Employment & Conditions of Services) Act, 1979.
APWWS asserted that these unauthorized activities are a direct violation of labour laws and warned that the unchecked trend could result in large-scale exploitation of workers due to lack of legal protection and welfare measures. The society further highlighted that the engagement of unverified migrant labourers, many of whom possess no valid documents beyond Inner Line Permits (ILPs), poses serious safety and security concerns. It added that the absence of proper worker registration has also led to a lack of accurate data on the labour force, causing significant revenue loss to the government.
The society stated that contractors have been arbitrarily fixing wages and deciding working hours without adhering to prescribed norms, thereby undermining fair labour practices and reducing employment opportunities for local youths. Such practices, it said, not only deprive workers of their rightful entitlements but also prevent the government from collecting due revenue.
Appealing for urgent intervention, APWWS urged the Deputy Commissioner to take strict cognizance of the issue and ensure that employment in the capital region is carried out lawfully, with full compliance to labour regulations, in order to protect the rights of workers and uphold the integrity of labour administration in Arunachal Pradesh.
