ITANAGAR, Apr 12: The Arunachal police on Wednesday brought out details regarding the mysterious death of APPSC official Tumi Gangkak and termed his death was "suicidal".
After a series of democratic movements and media briefings by family members of Lt Tumi Gangka , as well Galo Welfare Society (GWS) on the mysterious death of Lt. Gangkak, Capital police disclosed the Postmortem report on Tuesday.
Addressing the media at the Police headquarters, SSP cum Spokesperson –APP Sanjay Bhatia (IPS) said that the postmortem report of the deceased has revealed that the death was caused due to Asphyxia, resulting from hanging by ligature. Asphyxia is a state in which a person is unable to breathe and the death is suicidal in nature.
He also stated that, observing the gravity of the incident as he was also the Under Secretary APPSC , a board of doctors has been formed to conduct PM, and the report certified that the death is suicidal in nature. The cut marks on the wrist and leg were not the reason for the death.However police didn’t disclosed much about that cut marks on hand and leg.
Police also disclosed that, they also went through the CCTV footage of the areas that Gangkak had driven to on February 23. According to the CCTV footage, the deceased went directly to the place of occurrence from his residence. In between he (deceased) was seen stopped for around 8 minutes, somewhere near Congress Bhawan. Thereafter, the deceased vehicle was last seen on Zoo Road,” he said.
Also, the police verified that the deceased was alone and no one accompanied him before or after he left his residence. The police verified entire vehicles that passed by the crime scene on the day, which includes around 70 vehicles.
“Further, Bhatia also stated that while investigating the CDR and mobile net browser of the deceased phone it was found that, Lt Gangkak had browsed about " depression on UNICEF website and so the mobile phone of the deceased has been sent to FSL for further analysis,” he added.
When asked about whether the police are also assuming the death of Lt. Gangkak was suicidal in nature based on PM report, APP Spokesperson clarified that PM is only a part of the investigation and that the police will continue the investigation until there will be a logical conclusion of the case.
Bhatia further said that the police are waiting for the FSL report of the biological samples, electronic evidence including the mobile phones of the deceased, alleged suspects, and CCTV footage.
Also, the CDR analysis of the subsequent numbers of the alleged accused persons, important witnesses, etc is being done by the SIT. Three layers of CDR analysis are underway. He also denied any reports of threatening calls/message to Lt.Gangkak.
The SIT also examined the alleged suspects, SIC and CBI officials, and other witnesses in detail and statements have been recorded.
Meanwhile, Investigation Officer (IO) Thutan Jamba said that till now it has not been established that Inspector (SIC) Bumchu Krong and Tapun Messar are involved in the mysterious death of the deceased. Moreover, Messar never called the deceased.
He said that the family of the deceased alleged Bumcho Krong and Tapun Messar in the FIR for their involvement. Subsequently, the police examined CCTV footage of their houses and checked the Call Detail Record (CDR).
“The investigation of the electronic record reveals that the deceased was called by Inspector Bumchu Krong to ask him to come to CBI Office, Chimpu, for verification of some list of signatures of evaluators on the award sheet of the 2017 civil service exams.
The conversation between the two lasted for 65 seconds as per the record,” he said, adding that there was no such record that the deceased received any threatening calls from someone.
