ITANAGAR, Jan 23: The Longding District Student Union (LDSU) and Wancho Student Union (WSU) on Tuesday levelled serious allegations against Executive Engineer (EE) of Public Works Department (PWD), Kanubari division for misusing government funds.
In a joint press conference held at Arunachal Press Club, LDSU President Manlem Wangsu has demanded the state government to set up an SIT inquiry into the matter within 20 days and initiate action against the EE if found guilty.
 “Since his posting in 2015 as EE, he has been misusing his position and power for personal gains while also involving unfamiliar contractors from outside the state violating the Arunachal Pradesh District Based Entrepreneurs and Professionals Act 2015,” Wangsu alleged.
Divulging that the matter surfaced following an RTI, Wangsu alleged that the said EE through illegal means has embezzeled public money allocated for the maintenance and repair works under various schemes sanctioned like SADA, DoTCL, DDM, NLCPR,RID,SYA,LM,SDEG etc without executing any visible work on the ground.
Informing about the series of misconduct done by the EE, he said that there is continuous overlapping with duplicity in the maintenance work in the stretch of 54 kilometres between Longding to Kanubari road.
“Every year fund is being sanctioned, extracted and used for its restoration in paper, but to our surprise the said road is still in dilapidated condition and only minor repair have been done in the name of construction,” said Wangsu adding that despite spending every penny released, nothing was done on the ground.
“On many occasions when we tried along with Panchayat leaders to hold talks with him on the issue, he never showed up in office,” added Wangsu claiming that they possess evidence of the corruption done by the EE, which they will present before the inquiry.
Convener, LDSU Ajan Kahman said that that the EE had grossly violated the Arunachal Pradesh District Based Entrepreneurs and Professionals Act 2015 by awarding contract works to unknown contractors and firms from neighbouring states without involving genuine local contractors as per the guidelines.
Asserting that despite several complaints no action has been initiated by the government, Kahman said most of the works under his (EE) jurisdiction has been executed by such firms, whose information was never shared with the locals.
Also informing about bad rapport that the EE has established with locals, WSU president Pongngoi Joham cited few instances where the EE had argued with local people.
“The officer most of the time remains absent from his duties and is rarely seen in office, as a result people seeking information about progress of such works have to return dejected,” he further added.
