ITANAGAR, May 15:A meeting of Directorate officials in chairmanship of the Director Higher & Technical Education with the Principals of Government Colleges of the State was held today.

DDHE A. Jongkey, briefed that in the FY 2016-17 the total fund allocation in HTE was Rs. 64 Crores, however, in 2017-18 it has been reduced by 2 crores to Rs. 62 Crores and in 2018-19 the same amount has been parked inspite of incremental growth of institutions of higher learning. Out of Rs. 62 crores more than Rs. 40 crore is meant for the award of stipend and the remaining Rs. 20 Cr is for student commitment expenditure as well as developmental activities in all the higher educational institutions.

Therefore, we must be very particular while making expenditure that too with quality and time bound delivery system, Jongkey said.

The prevalent fees structure of Govt. Colleges of the state was thoroughly discussed. It was opined that after the implementation of semester system and revision of rates of various commodities, fee enhancement may be considered.

FAO AK Saha also informed that all colleges must submit monthly expenditure statement regularly and quarterly expenditure statements to the directorate for free flow of funds to the institutions. He also narrated for filling up of Pension under “Head-207” and Gratuity under “Head-201”.

So far, under none EBDs JNC and DNGC were selected for upgradation to Model degree Colleges from govt. Colleges. Rs. 2.5 Crores had been sanctioned to DNGC and now for getting the 3rd installment UC must be submitted for onward submission to MHRD, he said.

Under infrastructural grant six colleges have been given Rs. 2.0 Crore each in RUSA 1.0 and DPGC, Kamki has completed all formalities but GC, Bomdila, IGGC, Tezu, WRGC, Deomali and RFGC, Changlang are to follow up by submitting the respective UCs for further receipt of 3rd installment from MHRD. He also informed that GC, Doimukh also comes under MDC @ Rs. 2.0 Crore recently and hence he requested the Principal to submit the project proposal. He further informed the problems of convergence from the erstwhile UGC MDC Scheme to RUSA 1.0. Regarding the faculty recruitment support 25 posts had been sanctioned and approved by the MHRD and file is under process for recruitment against these posts by APPSC, the house was told.

Director, Higher and Technical Education, Dr. Tayek Talom taking up the issue of quality works and time bound delivery of infrastructural facility in the institutions said that the Principals of the respective Colleges must constitute a monitoring unit to ensure not only the execution of works but also the quality and satisfaction of all stakeholders.

The most important thing in administration of the colleges is that the institutions must not succumb to pressure from organizations as it not only affects in creating conducive teaching-learning atmosphere but also hampers the growth of the institution in the long run as well. For the future welfare of the institution Principals must ensure strict monitoring in academic as well as administrative areas of the institution, he said while suggesting that RR of the DHTE must be rectified and updated by taking cues from other states.
