ITANAGAR, Jul 19: The Special Investigation Team (SIT) of the state police has filed a chargesheet against Yumken Bagra (33), the accused in a heinous case involving sexual assault, rape and molestation of at least  21 minors at a Government residential school in Shi Yomi district.
Bagra, who hails from West Siang district, served as the hostel warden of the school from 2014 to 2022. He was initially arrested by the Capital Police from the Papu Nallah area on November 13, last year. However, he was later released on bail as directed by the court. Additionally, one D Pertin has also been booked under section 212 IPC for harbouring the accused, and a case has been framed against him.
Addressing the media at the PHQ conference hall, Superintendent of Police –SIT, Rohit Rajbir Singh(IPS) informed that the accused has been charged under various sections of the Indian Penal Code (IPC) and the Protection of Children from Sexual Offenses (POCSO) Act, including 376(3)/376 (AB)/323/506/511/212 IPC R/W sections 6/10/12/18 POCSO Act. The crimes attributed to him involve 6 counts of rape, 9 instances of molestation (including 2 attempts to rape), and 6 cases of sexual harassment. Shockingly, all the victims were minors between the ages of 6 and 14 years.
The case came to light when a victim's family filed a complaint at Monigong police station, alleging that their 12-year-old twin daughters had been subjected to sexual assault, harassment, molestation, and attempted rape on several occasions by the accused. Subsequently, the case was transferred to the SIT for further investigation.
During the investigaton, the police discovered sexually explicit photos and videos on Bagra's phone, and they also seized medicines containing antihistamine drugs from the scene. These medicines were reportedly given to the victims before the crimes were committed.
The SP revealed that Bagra had threatened to kill the victims if they disclosed the crimes to anyone. The investigation also brought to light that the young victims had made six suicide attempts in response to the trauma they endured.
While the accused has been granted bail by the Court, the police are determined to expedite the trial proceedings. The case has already been chargesheeted, and the police possess substantial evidence to establish the accused's culpability in the heinous acts. The authorities are committed to providing necessary escort and support to the victims once the trial begins.
To ensure the safety of the community, the police are closely monitoring the accused during his bail period. Any violation will result in his re-arrest, added Rajbir.
The SP appealed to the Child Welfare Boards, NGOs, and society at large to assist the victims in recovering from their traumatic experiences and provide them with moral support. The police department is dedicated to taking all possible actions to help the victims in their journey towards healing.
The entire investigation was conducted by DySP (SIT) Moyir Basar Kamdak. The Monigong police initiated the case (MNG PS Case no: 02/22) under relevant sections of the IPC and POCSO Act, and it was later transferred to the CB-PS (SIT) for further investigation on November 17, 2022.
