ITANAGAR, Nov 3: Following the complaint filed by Northeast Human Rights Organization (NEHRO), the National Human Rights Commission(NHRC) has taken cognizance of the poor health facilities in Kurung Kumey District in Arunachal Pradesh.
NHRC has taken cognizance of the complaint filed by North-East Human Rights Organization (NEHRO) regarding the lack of doctors in Kurung Kumey District in particular and Arunachal Pradesh at large. The complaint states that Kurung Kumey district is one of the 26 districts of the northeastern Indian state of Arunachal Pradesh, with its district headquarters in Koloriang. And it is not always an easy task for poor people to travel to Itanagar for better health facilities. The state capital from Koloriang is about 260 Km away and hence an immediate improvement of basic health facilities in Kurung Kumey district is urgent.
The people of Kurung Kumey District are facing an acute shortage of doctors in the District Hospital, Koloriang where it is brought to our notice that there is no Paediatrician (Child Specialist) in the entire district, there is no Medicine Specialist or any other specialists doctor in the hospital. Absence of X-Ray Machine ,Ultrasound machines, and Absence of the Paediatric Intensive Care Unit (PICU) has been a big challenge affecting proper medical care to the people of the district, the complainant alleged.
NEHRO also stated that several Primary Health Centres in Kurung Kumey District are running without doctors and some Primary Health Centers (PHCs) are run by Homeopathy Doctors. NEHRO appends that Homeopathy doctors practicing Allopathy medicine to patients is wrong and risking the lives of innocent patients for wrong treatments.
The complainant also alleged that PHC Damin is run by a Nursing officer only, Damin PHC has no Doctor, Passang PHC is run by Homeopathy Doctor, Samgo PHC has no Doctor and is run by ANM, Leel PHC is run by Karuna Trust NGO which has allegedly engaged a Homeopathy Doctor as Medical Officer.
The present condition of District Hospital and PHCs does not meet the minimum Indian Public Health Standards for Primary Health Centres. Thus failing to provide comprehensive primary health care to the community through the Primary Health Centres. Failed to maintain an acceptable standard of quality of care and does not meet the responsive and sensitive needs of the community. Hence, the NHERO has urged the intervention of NHRC for taking appropriate action against the violation of the Right to Health and initiate appropriate action on the matter to deliver basic health facilities to the people of Kurung Kumey District at the earliest.
