ITANAGAR, Feb 5: The All Arunachal Pradesh Students Union (AAPSU) has informed that the state government has accepted to table the 'Offspring' (recommendation) Draft in the ensuing state assembly session.  
Speaking to reporters, AAPSU General Secretary Tobom Dai said the union had a final meeting today with the Minister for SJETA, Alo Libang on the recommendations provided by various CBOs, AITF and AAPSU on the offspring issue.
He said the minister, who is also the chairman of the Offspring issue, has agreed to send the recommendation for cabinet approval, and accordingly give consent.
“We are hopeful that the issue will be solved irreversibly for the greater interest of the state because it doesn't concern the union but the entire indigenous tribes of the state,” he said.
Dai said the prime recommendation during the meeting was to come up with a law that checks the illegal obtaining of ST certificate by a Non-APST married to an APST woman.
He said there are many such cases where a Non-APST child owns an ST certificate, thereby enjoying the rights of the indigenous, which poses a threat in future course of time. There are many Non-APST people working in the state civil secretariat having ST certificate, he further claimed.         
“Because of the lack of strong law, many Non-APST are enjoying ST rights in the state. Therefore, the union’s prime recommendation was to come up with a law that checks such cases,” he said, adding that there are more conditions which will later be in public domain.
He said those who have obtained ST certificates through fraudulent means will also be taken back. At present, there is law to do so and the administrative officers have the right.
On the Assam-Arunachal Pradesh boundary issue, Dai said the union is aware and working on it.
"Chief Minister Pema Khandu has a positive response on the matter and has also assured earlier to table the ‘Offspring’ Bill draft in the next state assembly session.
AAPSU in December last year held a meeting with the CM to discuss the matters.
