NAHARLAGUN, Mar 8: The state Assembly today passed the motion of thanks on Governor’s address delivered on Monday, the first day session after a marathon discussion participated by twenty one members including the chief minister. The motion was moved by MLA Kaling Moyong and seconded by MLA Nyamar Karbak.

Chief Minister Pema Khandu while participating in the motion of thanks on Governor’s address said that the development process would be equitably percolated down to all parts of the state. While asserting on the policy of the state government on ‘sabka saath, sabka vikas’ in tune with the goal of the Prime Minister Narendra Modi, Khandu said that welfare of people of all 60 constituencies would be taken care of equally and uniformly. He informed that government is working for transparent, efficient and accountable governance in true spirit of ‘Team Arunachal’ covering all the 26 major tribes of the state and urged upon the members to change the mindset, while seeking support and cooperation from them towards success of the government development agenda. 

Highlighting on the initiatives taken up by his government, the chief minister said that the state is having rich potential of natural resources which needs to be harnessed properly to the benefit of the state and people. Informing that this year’s budget would be an inclusive one, prepared after much consultations from all stakeholders including community based organizations, suggestions given in social media, besides holding series of pre-budget consultation meetings with various departments, Khandu gave a brief insight of the budget to be presented on March 10 next.

Emphasising on the need to change the mindset of the people in regards to recruitment of Group B & C post, he informed that government has decided to recruit all Group B & C posts through APPSC in fair manner. This would check political appointments and ensure quality education and works, the CM added. 
He further disclosed that the government is contemplating on recruitment of teachers through APPSC in coming days.
Khandu also divulged on the initiatives taken to set up e-governance in the state through Information 
Technology and told that the state secretariat would be paperless very shortly, besides introduction of e-cabinet, online portal for lodging grievances and complaints and CMs dashboard for better monitoring and transparency for effective governance. Upgradation of state Administrative training Institute for imparting hi-end training to government officers for skill upgradation is in offing, he said and called for training of panel of chairmen of the Assembly and orientation of the legislators.

Participating in the discussion, DCM Chowna Mein said that government is preparing a road map for 
holistic development process in the state, adding that the fruits of development would reach every 
corner of the state.
Informing that the government is working on streamlining and modification of the education system in the state, Education Minister Honchun Ngandam told the house that the department has stopped transfer & posting of teachers in the mid academic session and would take up only in vacation period for welfare of the students. He also highlighted on various policy decisions taken up to facilitate quality education including rationalization of teacher’s posting, maintaining seniority of teachers, gazette status to senior teachers, introduction of smart class etc. 
The department of Art & Culture is contemplating on preparing a state cultural policy for preservation and promotion of indigenous languages and state’s rich cultural heritage, informed Art & Culture Minister Dr. Mohesh Chai.

Referring to a UNESCO report declaring 34 languages as endangered, while another 4 critically endangered, the Minister strongly advocated on preserving state’s languages and 
culture to do away with the threat of loss of culture. He also informed that government is framing a 
road map for holistic development of health sector through strengthening infrastructure and 
upgradation of health centres.

Besides mover Kaling Moyong, other members participated in the discussion included Nyamar Karbak, Kento Rina, Tage Taki, Tirong Aboh, Nikh Kamin, Laisam Simai, Lombo Tayeng, Mutchu Mithi, Gabriel D Wangsu, Japu Deru, Phosum Khimhun, Jarkar Gamlin, Wanglin Lowangdong, Pani Taram and Ministers Wangki Lowang 
and Tamiyo Taga. All members supported and appreciated the initiatives of the government as mentioned in the Governor’s address.

The house also passed the Arunachal Pradesh Medical Council (Amendment ) Bill, 2017 moved by Health and Family Welfare Minister Jomde Kena. The bill facilitates inclusion of two Directors-Director of Family Welfare and Director of Medical Education, Training and Research.
