ANYA terms it “blatant lie”

ITANAGAR, Jan 14: As the 36-hour bandh call by the All Nyishi Youth Association (ANYA) in the Itanagar Capital Complex ended, Police revealed that bandh callers had hired anti-social elements from neighbouring districts of Assam to disrupt peace in the Arunachal capital.
“The state for the first time witnessed that bandh callers  have hired anti-social elements on payment  from  Dhemaji and Lakhimpur districts of Assam to create law & order problem during the bandh. Some persons were tasked by bandh callers to gather people to participate in the bandh call and cause serious law and order situation. The handlers also called people from districts like Lower Siang, East Siang, East Kameng, Kra Daadi, Kurung Kumey and Lower Dibang Valley,” said Inspector General of Police-Law & Order Chukhu Apa  (IPS) .
Police say handlers offered money and other pecuniary gains in return for creating a serious law and order situation in the capital region during the bandh. Police have seized Rs 3 Lakhs out of Rs 10 lakhs which was allegedly given to the bandh callers by the handlers. Further, catapults, dao and other items to be used during the bandh were also recovered.
“Investigation is going on and soon the police will take action against those who offered money to the hired elements,” said the IGP.
Addressing the media at the Police Headquarters as the bandh which began on January 13 came to an end on Friday evening, the IGP said despite all efforts to disrupt peace in the capital by hiring anti-social elements, prompt action by the police prevented serious breach of peace. He informed that no loss of life or property was reported during the bandh call. However, on Friday morning, few groups of youths tried to burn down the Food and Civil Supplies Directorate at Papuhill, Naharlagun.
“A few documents and furniture were burnt down. Apparently, one adult and eight juveniles have been apprehended from the spot. Later, an FIR no 2/22 u/s 436 IPC r/w 3 PDPP Act was registered in Papuhill police station,” he said. 
Earlier, case no 3/22 u/s 120b/121a/147/149/150/188/341/427/511 IPC r/w section 83(2) of JJ Act was registered at PS Naharlagun under appropriate sections.
A total of 45 persons were detained and 20 juveniles have been apprehended in this case by the end of the bandh call.
Police also detained 45 people for violating the curfew and produced them in front of the magistrate. 31 persons were taken into preventive detention and 14 were released.
Earlier, reiterating its demand for the resignation of Chief Minister Pema Khandu from the post, ANYA had announced 36 hours Itanagar Capital Complex (ICC) bandh call on January 13.
Meanwhile, ANYA President Byabang Joram has refuted claims by police of hiring anti-social elements from another state on payment to disrupt law & order in the state. “We have no idea about hired elements, this is a blatant lie. We have only asked our district members to be part of the agitation,” said Joram.
There is no political connection to the agitation; the fight is against corruption charges upon the CM, he said, appealing to the police to release the youths detained during the bandh.
The bandh was peaceful and the Association will inform of its future course of action later, Joram added.
