ITANAGAR, Nov 19:The All Arunachal Pradesh Students Union today submitted a memorandum to the President of India, Ram Nath Kovind drawing his attention on several issues and seeking his intervention. Terming that the maiden visit has ignited a feeling of hope and sense of joy among the common denizens, a two member AAPSU delegation comprising President Hawa Bagang and General Secretary Tobom Dai interacted and apprised President Kovind on state issues Sunday evening.

Drawing the President’s attention to the Chakma-Hajong and Tibetan refugee issue, the Union reiterated it strong opposition   to any move to grant citizenship rights to illegal migrants within the territory of Arunachal Pradesh and the implementation of Tibetan Rehabilitation Policy (TRPA-2014) in the state.

‘The vexed issue of Chakma & Hajong have been lingering since last five decades and in the intermittent they have gained more ground by their shrewd network tactics with different constitutional bodies, and Human right organisation and have painted the innocent people of Arunachal Pradesh as oppressors in the eyes of national and international community. Their lobbyists are spread out all around the world and have blatantly subjugated facts and figures in defaming us,’ it said.

The Union also drew attention to the exceptional population growth in comparison to the local Indigenous tribes— Singphos, Khamtis, Tangsa and termed it a major threat that has the potential to bring demographic imbalance. Asserting that Arunachal is protected land, AAPSU said it will not tolerate any decision of the Centre which would hamper the integrity, dignity and security of the indigenous people of the state.  

The Union also asked for a relook to the State of Arunachal Pradesh Act, 1986.

‘Our desire is for provision of constitutional protection to the people of Arunachal Pradesh in the lines of Article 371(A) and 371(G). Also, the State of Arunachal Pradesh Act, 1986 contains the names of only 12 Scheduled Tribes with some derogatory names. We appeal for inclusion of all tribes with proper nomenclature in the Scheduled Tribe list. Names of tribes like Tangsa, Nocte and Wanchos need to be used instead of clubbing them under “Any Naga Tribe”,’ it said.

It further also called for early solution to the interstate boundary disputes and demarcation of the state.

On the Indo-Naga Political talk, AAPSU while reiterating its earlier representation to the Government of India, said that any decision that is detrimental to the territorial integrity of the State will not be accepted.
