Politics should not come in the path of dev, progress: Governor

NAHARLAGUN, Mar 6: The budget session of the Sixth Arunachal Pradesh Legislative Assembly began here today for a ten days long sitting.Governor PB Acharya while addressing the first day session called upon the members to play a constructive role in taking the state forward by shunning narrow and selfish motives and rise to the occasion to propel the state to greater heights following the mantra of ‘Arunachal Rising’ and ‘Team Arunachal’ which are a purveyor of hope and bonding. 

Reminding the members the goal of Prime Minister Narendra Modi ‘Sabka Saath, Sabka Vikas’, 
the Governor outlined the policies and the programmes of the State Government. He said that the 
government shall focus on specific policy measures which would stimulate exclusive economic growth and 
development besides laying the foundations of a knowledge-led society. The overall priority for the 
development of the state is on three Es—Education, Electricity and Employment, the Governor said, 
adding that special emphasis will be on higher education with skill abilities, harnessing the hydro 
power potential of the state and empowerment of the youth and women through skill development and 
employment.

“The nation has a lot of expectations from this government led by a young and modern Chief Minister. The youth of the state have huge expectations from the members of this House and from the government. Politics must be fought on the electoral battleground, but never be allowed to come in the path of development and progress,” he said.

Outlining the policies and programmes of the government, Acharya said the priority of the government would be to usher in long term governance reforms, to develop Arunachal as the organic hub and fruit bowl of India, to position the state as the centre for wellness, spiritual and adventure tourism, to create policies and institutions which encourage entrepreneurship, employment generation and skill development.

The Governor said that the soul of Arunachal lies in the villages and it is the tribal villager who is 
the living embodiment of age-old tradition and also harbinger of hope for the future. “It is crucial that our villages be provided with infrastructure facilities, which make rural life vibrant. The government will be taking concrete measures for rural transformation through planned investments in rural infrastructure,” The Governor said.

“In spite of the fiscal challenges, the government has managed to maintain a tight financial discipline this year and even gone ahead and implemented the recommendations of the Seventh Central Pay Commission,” he said.

The house also took up various proceedings on the first day. Besides laying the Governor’s address on 
the floor of the house by Assembly Secretary, MLA Kaling Moyong moved the motion of thanks on the 
Governor’s address which was seconded by MLA Nyamar Karbak to be taken up for discussion on March 8 next.
While Chief Minister Pema Khandu laid the 27th Annual Report of Arunachal Pradesh Public Service 
Commission for the year 2014-15, Minister Labour & Employment Kumar Waii laid the Arunachal Pradesh 
Unorganised Workers Social Security Rules, 2015 and the Arunachal Pradesh Unorganised Workers Social 
Security (First Amendment) Rules, 2015.
Bills introduced: Education Minister Honchun Ngandam introduced the Arunachal Pradesh Private 
Educational Institutions (Regulatory Commission) Bill, 2017 and The Kameng Professional and Technical 
University Arunachal Pradesh Bill, 2017 on the floor of the house, Health & Family Welfare Minister 
Jomde Kena introduced two bills concerning his department - the Arunachal Pradesh Anatomy Bill, 2017 and the Arunachal Pradesh Medical Council (Amendment ) Bill, 2017 and Home Minister Kumar Waii introduced the Arunachal Pradesh Protection of Interest of Depositors ( in Financial Establishments) 
Bill, 2017.
The first day session also adopted the ninth report of the Business Advisory Committee presented by the 
Speaker TN Thongdok and moved by Parliamentary Affairs Minister Bamang Felix by voice vote. Kaling 
Moyong, Chairman, Committee on Public Accounts presented the 69th, 70th, 71st and 72nd reports of the 
committee and Industries, Textiles & Handicrafts and Cooperation Minister Tamiyo Taga, who is also the 
Chairman, Ad hoc Committee presented the report on the salary, allowances and other facilities of 
Ministers, presiding officers, leader of opposition, Advisors, Chairmen, parliamentary Secretaries and 
other MLAs and pension for Ex MLAs.

Panel of Chairmen: Earlier, the Speaker the names of MLAs Tumke Bagra, Japu Deru, Tage Taki and Kento 
Rina as the panel of chairmen for the current session.
