ITANAGAR, Feb 25:  The situation in the capital complex turned  tense on Saturday after the Kargu Kardi Welfare Society (KKWS),Galo Welfare Society (GWS), Galo Peoples' Forum (GPF)  refused to take the body of late Tumi Gangkak, Under Secretary APPSC, after the autopsy and threatened to  bury  the body of the deceased at the premises of APPSC office demanding the arrest of the two police personnel of the Special Investigation Cell (SIC) -- Tapun Messar and Bomchu Krong  as well as registration of a murder case. 
Following the protest, the state government called for a meeting to discuss the demands of the deceased family.
Addressing the gathering after the meeting, close relative Dr. Goto Gangkak said that the demands of the family have been addressed during the meeting. He said the state government has assured to fast track the case. Also police has detained Tapun Messar and Bomchu Krong for interrogation. Murder case under 302 CrPC will be registered, instead of unnatural death, he said further disclosing that the  Post Mortem (PM) report will be provided by Monday next.
Earlier today, speaking to reporters,  General Secretary KKWS  stated  that prior to his death, the deceased received a call from SI (SIC) Bomchu Krong, who asked him to come to the CBI office. Subsequently, the deceased sent a message in KKWS WhatsApp group.     
The message read; “My dear esteemed members, I have never been involved in APPSC paper leakage. I am innocent but I am being targeted as was the Asstt Controller of Examinations.”
Following the message, the phone of the deceased went switched off. The family was of the perception that he was detained by the CBI or the state police. However, later his body was found hanging in a tree  in between Zoo road and Ganga Lake.
“Anyone who saw the body can say without any hesitation that it was a pre-planned murder and not suicide. The wrist of the deceased was with cut marks and the clothes torn,” he said, adding that the deceased was targeted because he was a key witness to the APPSC cash-for-job scam.
He said the KKWS suspects the involvement of SI (SIC) Tapun Messar because he was repeatedly harassing the deceased since last September in connection to the job scam.
DIGP Kime Aya said that the entire legal proceedings in connection to the case is being taken care of. The police is investigating the entire technical and non-technical evidence obtained from the deceased, provided by the family and also evidence from the place of occurrence.
He also said that the police are yet to receive the Post Mortem (PM) report of the deceased from the medical staff. Once the report is with the police, every action will be initiated to unearth the truth behind the case.
“It is too early to comment whether it is a murder of suicide. The investigation is in process and the result will soon be found out,” he added.
According to the doctor performing the PM, the report will be released by Monday.
The Galo Welfare Society (GWS) General Secretary Nyadar Loya on behalf of the society demanded the state government to immediately arrest the officials mentioned in the FIR. 
On Friday last , Tumi Gangkak was found dead under mysterious condition between  the tri-junction of Itanagar Zoological Park and Poma village.
