ITANAGAR, Apr 29: The Arunachal Pradesh Civil Service Officers Association (APCSOA) has reiterated its appeal to the state government to post an administrative officer of IAS or state cadre for the post of Director in the Department of Urban and Local Body (ULB).
The association also appealed to immediately post a state cadre officer for the post of Director Information & Technology (IT), timely execution of the Departmental Promotional Committee (DPC), and posting of Entry Grade (EG) officers as Under Secretaries.
Addressing the media at the press club here today, APCSOA spokesperson Bitu Kri said that the crux of the demands of the association is to create an impartial system in the state and it is not against any individual. He said the present Director of ULB is not only an officer of junior level but also not a state cadre officer.
Whereas, all the functions of the ULB are administrative in nature, and similar or equivalent positions are headed either by IAS or state civil services throughout the country. Appointment of the officer from another department will not only create hierarchy and control issues in the department but also block the promotion, and job vacancy, the association said.
“Hence, we appeal to the state government to review its decision and post an administrative officer of sufficient seniority to maintain a proper hierarchy of the system from its initial stage. Anything else would be technically incorrect and have serious ramifications on the system of functioning of the department,” he said.  
Likewise, the association also requested to immediately post an Arunachal Public Civil Service (APCS) officer in the cadre post of Director IT. He said in the year 2017, the post was made a cadre post of APCS and only APCS officers can be posted as Directors.   
“After submitting numerous representations on the matter, in the year 2022, an APCS (Admin grade) was posted as Director. However, after not even a week,  the order was directed to be kept in abeyance,” he said.  
In the matter of DPC, Kri said that as per the rule, the DPC should be conducted every 6 months but surprisingly the order is not followed. The IAS induction of APCS officers against the vacancies select list of 2018 to 2020 was completed in 2023, which took almost 5 years.
“In other states, the process is carried out in time within a year. This practice of delay has effect on the entire low-grade officers as well as no new job vacancy for the unemployed youths of the state,” he added.     
He also said that in the year 2010, a notice was issued for the appointment of EG officers of APCS with 4 years of service to be eligible as undersecretary. But no surprise, the order was never taken seriously and still is to be implemented in the state.
