Itanagar, Jan 8: Minister of Land Management, Urban Affairs & Civil Aviation, Balo Raja today convened a coordination meeting of the Land Management department here at the conference hall of the Finance Department at the Civil Secretariat today.  The meeting was attended by Techi Kaso, MLA-cum-Advisor to the Minister(Land Management, UA etc), AK Singh, Secretary(LM), Mamta Riba, Addl. Secretary-cum-Director(LM), Special Secretary(LM), all the DLRSOs and the officials holding the charges of DLRSOs of the districts among others.
The focus of the meeting was on the issues related to land acquisition for various flagship projects of both the Centre as well as of the State, other centrally sponsored schemes like National Highway, frontier highway, Trans-Arunachal Highway, hydroelectric projects, Indo-China Border Roads, Power Transmission subs-stations, Defense establishments etc.  Raja in his keynote address, underlined the importance of timely acquisition of lands for all such major projects, which are being implemented in the State on a time bound manner.  As he pointed out that every development activity needs sufficient and non-encumbered land for achieving the target fixed, he urged all the DLRSOs to take all such cases personally without merely assigning the same to any subordinate officials.  He also stressed the need for ensuring that proper demarcation of land vis-à-vis its landholders and other structures already in place, so that there is no room for disputes at a later stage once award and disbursement of land compensations are made. 
While conveying his new year wishes to the department, Raja called for working under Team Land Management with a renewed vigor that too in a transparent manner for the interest of the State and its people.  He advocated for paying utmost care in identifying any plot of land for acquisitions or allotments in order to protect government properties.
The local MLA of Itanagar, who is also the Advisor to Minister(LM, UA etc) advised the departmental officials to be careful while making assessment studies and quantum of compensations in order to save themselves as well as the department from any legal ramifications while citing some of the past instances.
Earlier, Secretary (Land Management) through a detailed Power-Point presentation elaborated the process of land acquisitions being made in the State under various Acts, Rules and Manuals.  He also explained various clauses and provisions of the Acts, rules and manuals and the ways to make the process faster and effective.  All the DLRSOs and other officials holding its charges were asked to ensure that all corrective measures are taken before disbursement of compensation and award etc.  The Secretary (LM) also highlighted the importance of countersigning of the Strip Plans by the DLRSO and the DC concerned to avoid any legal consequences at later stages.  He stressed upon the need for timely intervention of all legal cases to save time and to ensure timely completion of all the developmental activities.
During the meeting, the DLRSOs submitted memoranda from their side as well as from other technical staff of the department viz Mandal, SK, Chainman etc., related to various issues of pay anomalies and career progressions etc. 
The Director (LM) in her brief description highlighted the need for imparting training to the field staff involved in survey works and requested the Minister to take up the matter with the State PF & I department for adequate allocation of funds for the purpose. 
 The SFAO while taking part in the discussion, presented the details of revenue generated under various accounts and deposited to the State exchequer so far.
