ITANAGAR, Aug 8: In a significant development, the government of Arunachal Pradesh after detailed deliberations and on the recommendations of a high-level committee headed by Education Minister Taba Tedir, has recommended that a candidate who appears in an exam conducted by the Arunachal Pradesh Public Service Commission (APPSC) should have Permanent Residential Certificate (PRC) of Arunachal Pradesh.
“The children/spouse of state government servants having temporary residential certificate (TRC) and/or employment certificate will also be considered eligible. However, for it the person should be serving in the state for at least five years, and upto 10 years after retirement", stated the official notice on the same.
The All Nyishi Students Union (ANSU( had previously advocated for the requirement of a 100% Permanent Residential Certificate (PRC) as a prerequisite for government jobs in Arunachal Pradesh. This stance was rooted in the precedent set by neighboring states like Nagaland, Mizoram, Manipur, and Assam, where PRC is mandatory for appearing in recruitment examinations conducted by their respective Public Service Commissions.
The committee reviewed the status of PRC implementation across North Eastern States. As per available information, Permanent Residential Certificate is not currently obligatory in Meghalaya, Tripura, and Arunachal Pradesh. However, Assam introduced the requirement last year for its Combined Competitive Examination.
In previous meetings, the committee extensively debated the implications of implementing Permanent Residential Certificate requirements and district-based reservation policies. The advice of Senior Advocate  P.K. Tiwari was taken into account regarding domicile-based reservation and district quotas for Group-C posts.
After thorough deliberations, the committee formulated  that, the eligibility criteria for direct recruitments to posts/services under the Government of Arunachal Pradesh  one must be citizens of India holding a Permanent Residential Certificate (PRC) issued by the Competent Authority of the State of Arunachal Pradesh; or  Children/spouses of Arunachal Pradesh State Government Servants possessing TRC and  Employment Certificate may also be eligible: (a) Those who have served in Arunachal Pradesh for a minimum of 5 (five) years and  Up to 10 (ten) years after retirement.
The children/spouses of Central Government Servants from outside Arunachal Pradesh working in the state will not be eligible to appear in the examination.  Eligibility for other residents of Arunachal Pradesh, including wards of the business community, remained contentious due to a pending Court case on PRC/TRC/RPC issues and previous government decisions. The committee recommends referring the matter to the Government for a comprehensive policy decision.
Among others,  Kaling Tayeng, Principal Secretary (Political), Onit Panyang, Commissioner (Law), Ajay Chagti, IAS, Secretary –AR, Rajeev Takuk, Secretary  -Political, Nabam Dodum, President of the All Nyishi Student Union (ANSU), also attended the meeting.
