Three new officials appointed as replacements

Itanagar, Oct 14: After weeks of public outcry and mounting pressure seeking the resignation of the Arunachal Pradesh Public Service Commission (APPSC) top officials in the wake of the paper leak scam, the Commission's Chairman Nipo Nabam on Friday tendered his resignation “owning moral responsibility".
He submitted his papers to the Governor BD Mishra this evening. Nabam's resignation days after the State Government suspended two senior officers of the Commission - Secretary Jayanta Kumar Ray and Joint Secretary cum Controller of Examination Suraj Gurung in connection with the APPSC-conducted AE (Civil) recruitment examination paper leak case. 
So far, the police have arrested ten people in connection with the case including the APPSC Deputy Secretary cum Deputy Controller of Examinations has been arrested. 
The state government has already recommended for CBI probe into the case. 
The State’s apex students’ bodies - All Arunachal Pradesh Students' Union (AAPSU) and All Nyishi Students' Union (ANSU) have been insisting for complete overhaul of the state's highest recruiting agency. They also demanded suspension of the Chairman, Secretary and all Members and staff of the APPSC.
“In the matter of the unpleasant APPSC fiasco perpetrated by an officer of the Arunachal Public Service Commission on the infamous paper leakage of the Written Examination (Mains) for the post of Assistant Engineer (Civil), I being the head of the Commission feel it prudent and rationale to put in my papers on moral ground. Hence, my resignation from the post of the Chairman, Arunachal Pradesh Public Service Commission (APPSC) may be accepted forthwith and deemed demitted office with immediate effect,” Nabam wrote to the Governor.
Later in a press statement, Nabam said, “The State is facing unpleasant situations out of the infamous paper leakage of the Written Examination (Mains) for the post of Assistant Engineer (Civil) conducted by the Arunachal Pradesh Public Service Commission (APPSC) on 27th and 28th August 2022.
"I have put in my papers to the Governor of Arunachal Pradesh owning moral responsibility for the omissions and commissions of the officer of the Commission, by instantly acting on the advice of the supreme and apex social council of the community, I belonged (to) – the Nyishi Elite Society (NES). I have specifically implored upon the Governor to accept my resignation forthwith and deemed to have demitted my position as the Chairman of the State Public Service Commission,” he said.
Meanwhile, the Arunachal Pradesh government on Thursday evening appointed three new officials of the state public service commission, replacing those who were suspended.
Arunachal Pradesh Staff Selection Board (APSSB) secretary D Verma has been given the additional charge as the secretary of the APPSC.
Balijan additional deputy commissioner Tasso Gambo has been appointed as the joint secretary and controller of examination of the commission.
Roing extra assistant commissioner Rakesh Tacho is now the deputy secretary of the Arunachal Pradesh Public Service Commission (APSSC), the notification said.

APPSC cancels MoU with Printer, announces closure of office 

ITANAGAR: The Arunachal Pradesh Public Service Commission on October 13, reviewed the matter pertaining to the A.E (Civil) Examination and has taken several decisions, said APPSC Secretary D Verma in a statement issued today.
Proposals to amend service rule of Joint Secretary, Deputy Secretary, Under Secretary, Section Officer and APPSC Subordinate Service Rules have been forwarded to the Department of Administrative Reforms and would be followed up on priority, the statement said.
It was also decided to close the Commission's office till further orders while ensuring presence of minimum essential administrative staff to assist in the ongoing investigation and also, facilitate routine administrative functioning of the Commission. The APPSC further decided to cancel the MoU with the Printer and black list the firm.

State govt to enact special law to curb paper leak in APPSC: CM

ITANAGAR, Oct 14:  Chief Minister Pema Khandu has informed that the state government will enact a special law to curb paper leakage in Arunachal Pradesh Public Service Commission (APPSC).
 Responding to query from the media, the CM  stated that the leakage of APPSC paper is a setback for the public of the state specially for the aspirants and the student community. "So, observing the gravity of the situation we have called a special cabinet meeting and decided to  table a strong law to stop such act of paper leakage," stated the CM.
He also informed that, based on the inquiry committee report constituted by the government after getting the complaints, the cabinet has decided to form a strong SOP for both APSSB and  APPSC so that no such act is repeated in the future.
 When asked about the suspension of only two officials, CM informed that  APPSC is an autonomous body, and the state government has no direct control over it,  so only Secretary and Joint secretary has been suspended as they are deputed by the state government. For this reason, the cabinet has decided to merge the cadre system of APPSC with the secretariat, he said.
Khandu also informed that  Union Minister  Kiren Rijiju is also monitoring the situation and urged the Director of CBI to investigate the scam thoroughly  and if CBI comes for investigation it will not only investigate the present fiasco but also all the exams conducted by the Commission earlier.
