ITANAGAR, Apr 22: The Save Arunachal Movement (SAM) on Saturday demanded the state government to constitute a high-level inquiry committee to investigate the alleged mismanagement of State Compensatory Afforestation Fund Management and Planning Authority (CAMPA) schemes.
Speaking to reporters at the press club, General Secretary SAM Tami Pangu said that CAMPA schemes are being implemented in the state by violating the Compensatory Afforestation Act 2016.
Scheme’s proposal had been made in an exaggerated manner with the help of officers and political leaders and funds had been withdrawn without the implementation of schemes properly, he alleged.
‘The CAMPA is intended as an instrument to accelerate the preservation of natural forest, wildlife and other allied works for the larger interest of the state, but the politicians and officers are making money out of it, lamented Pangu.
He further alleged that a tune-up to Rs. 11.36 Lakh was withdrawn for CAMPA schemes by the Forest department sanctioned against Gaseng village under Payum circle in Siang district but the beneficiary against whom schemes were released has denied receiving any such funds.   
He further claimed that according to the CAMPA act Memorandum of Understanding (MoU) was supposed to be done between the department and land owner, but interestingly department had claimed 60 hectares land for CAMPA scheme for 2021-2022 without the knowledge of land owner/villagers of Gaseng.
Moreover,  the scheme was supposed to be sanctioned through Aalo District Forest Office (DFO) West Siang district but ironically the same was sanctioned through Yingkiong DFO office Upper Siang, informed Pangu.
He also added that, many schemes are being sanctioned under the influence of the minister and MLA which are being encouraged by the field officer,  Pangu  demanded an evaluation of the physical achievement of plantation works initiated under the state CAMPA, demarcation of land and measurement of the area fall under afforestation works, to enquire whether the funds were used in a proper manner or not.
He also informed me that FIR has been filed at Special Investigation Cell (SIC) but the matter is yet to be taken up by the investigation agency.
