ITANAGAR, Aug 17: The Government of Arunachal Pradesh has issued an order to establish a "One Man Inquiry Commission" to investigate the suspicious death of Tumi Gangkak, the former Under Secretary of the Arunachal Pradesh Public Service Commission (APPSC). The decision comes in the wake of widespread reports of irregularities in recruitment examinations conducted by the APPSC and the subsequent mysterious demise of Tumi Gangkak during the investigation.
The decision to form the Commission comes after the Galo Welfare Society advocated for a comprehensive investigation into the suspicious death of late Gangkak, especially in light of the developments during the Central Bureau of Investigation's (CBI) inquiry.
The order stated that "One Man Inquiry Commission" will be headed by Justice H.K Sharma, a retired Judge of the Gauhati High Court. The Commission has been given a set of comprehensive terms of reference to guide its investigation. These include, the Commission will inquiry into the manner in which the investigative agencies conducted their inquiries into the death of Tumi Gangkak. It will assess whether due process of law was followed during the investigation.
The Commission will evaluate whether the report or preliminary report on the case adhered to established legal norms. It will also propose measures to ensure impartiality and fairness in the pursuit of justice.
The Commission will hold accountable any officials or individuals found responsible for any acts of commission, abetment, or negligence related to the case. The Commission will assess whether there is a need for the case to be reinvestigated by other agencies.
Further, an Order from the Chief Secretary also added that the Commission has to submit its report within 60 days from appointment/issuance of notification.
