Itanagar, Jul 30: Minister, Urban Affairs, Balo Raja launched the Online Building Permission System (OBPS), a digital platform for Arunachal Pradesh on Wednesday in the presence of MLA Techi Kaso, who is also the Advisor; Chief Secretary Manish Kumar Gupta, among others.
Speaking at the launch, Raja highlighted that the OBPS is designed to enhance efficiency, transparency, accessibility, and ease the process of obtaining building construction permit for denizen of all districts, public or private, government or business establishment. And hereafter, all the building construction permit in the state of Arunachal Pradesh shall be issued through online process only. Further, the Minister stated that, online permit system aligns with the state government’s efforts to improve public services under Ease of Doing Business. He also stressed the need for ensuring wide publicity of the same so that the public is well aware of the importance of the system and its consequences if not adhered to by anyone.
Raja, further informed that, to facilitate online Building Permit System (OBPS), the Directorate of Town Planning will shift the departments website from static to dynamic mode. The department’s dynamic website will be more user friendly, interactive and can handle large amounts of data and user interactions efficiently with online banking facilities.
The Chief Secretary termed the event ‘historic’ as OBPS is going to put the state a step ahead towards realising the ideals of Ease of Doing Business, deregulate the process of obtaining building permit thereby resulting in cut down on time required for obtaining building permit. He also mentioned that the special feature of the OBPS portal is in its flexibility as provisions have been embedded for easy upgradation and customization as per the requirement of the departments and users alike. He further stated that in due course of time, the OBPS shall be delegated to respective Urban Local Bodies for implementation and placed at the disposal of the Deputy Commissioner headed Local Planning Authorities where ULBs are yet to be constituted.
Secretary Urban Affairs, Nyali Ete highlighted the background of OBPS. He said that all applications for obtaining building permit shall be applied through online system, and Architect and other professional practitioner are required to register in the OBPS system through online. Further, the Commissioner, Urban Affairs informed that, the OBPS system will be transferred to the Local Planning Authority of the respective district where the Deputy Commissioner is the Chairman and Town Planner is the Member Secretary of the Planning Authority.
OBPS is a collaborative project of the Town and Country Planning Organization (TCPO) of Ministry of Housing and Urban Affairs, Govt. of India and Directorate of Town Planning, Department of Urban Affairs, Govt. of Arunachal Pradesh with NIC Shillong providing the technical supports. The eDCR software had been developed by M/s E-Government Foundation, Bangalore for the state and the OBPS system/Flowchart and customization of APBBL 2019 part had been designed by the NIC Shillong as a part of prescribed Urban Reforms of Ease of Doing Business (EoDB) under AMRUT Mission of Ministry of Housing & Urban Affairs, Govt. of India. As announced earlier, Ministry of Housing and Urban Affairs, Govt. of India as announced bore all the cost for development of eDCR.
The Online Building Permission System (OBPS), a digital platform is developed exclusively for issuing of Construction Permit aimed at streamlining the process of obtaining building permits across the state to give hassle-free experience to its citizens. With the OBPS, the Government of Arunachal Pradesh makes a significant development in digital governance and Urban Development.
