Rumgong, Feb 2: The Block Level “Foundation-cum-Functional Training Programme” for newly elected Panchayati Raj Institution (PRI) Members and Functionaries of Rumgong Block was inaugurated today. The three-day programme is being conducted from February 2-4 with the objective of strengthening grassroots democratic governance and improving the effectiveness of development delivery at the Gram Panchayat level.
The programme was formally inaugurated by Bomgam Padu, Assistant Commissioner, Rumgong, and Member Secretary, who, in his inaugural address, highlighted the pivotal role of the Member Secretary in supporting Gram Panchayat Chairpersons (GPCs) for effective planning, execution, and monitoring of developmental programmes. He emphasized that a well-coordinated team of elected representatives and functionaries is essential for strengthening PRIs and ensuring transparent, inclusive, and result-oriented governance at the village level.
During the technical sessions, the Agriculture Development Officer, Rumgong, delivered an insightful presentation on key flagship programmes of the Central and State Governments, focusing on sustainable agricultural practices, productivity enhancement, and livelihood improvement of farmers and rural households. The session provided practical guidance on leveraging government schemes to boost rural incomes and food security.
The Block Mission Manager (BMM), Rumgong, addressed the participants on livelihood enhancement through Self-Help Groups (SHGs), underlining their critical role in women’s empowerment, financial inclusion, and micro-enterprise development. Participants were encouraged to actively promote SHGs as engines of socio-economic transformation in their villages.
The programme is being coordinated and facilitated by S. W. Bagang, Assistant Director-cum-Course Director, along with Sujit Kundu, Consultant, NIRD, who are guiding the participants through core modules on Panchayati Raj functions, planning, financial management, convergence of schemes, and good governance practices.
The training aims to equip newly elected PRI representatives and their functionaries with strong mental foundation, practical skills, legal awareness, and institutional clarity to effectively discharge their responsibilities and accelerate rural development and strengthening of PRI in Rumgong Block and the state as whole.
