ZIRO, Apr 22: Member, National Commission for Protection of Child Rights (NCPCR) Taba Rosy today reviewed the activities of the Child Protection Units, Child Welfare Committees (CWCs), Juvenile Justice Board (JJB) and Children Care Institutes (CCIs) of Lower Subansiri district in a meeting held here at the DC’s Conference Hall.
While expressing dismay over the complacency of the WCD department in functionalizing the CWCs to their full potential, the NCPCR member urged it to reconstitute the bodies with members who can actually work at the ground level for the welfare of children. “Convergence of all departments dealing with protection of child rights is the need of the hour and it’s also necessary to spread child rights literacy among various sections of society to promote awareness regarding the safeguards available for upholding these rights,” she said. Rosy also suggested constituting a District Task Force for child labour and emphasized on compulsory display of notices at all hotels and dhabas as self-declarations against the practice of child labour.
CJM-cum-Principal Magistrate Domo Padu dwelt at length about the functions of the district’s JJB and urged the NCPCR member to flag the need for constructing an observation room/Juvenile home at Ziro with the Central government. “Lack of juvenile home distorts and delays justice and deprives the juveniles from getting proper counselling,” he added. Stressing on the need for timely submission of charge sheets in juvenile cases, he urged the police department to ensure their filing on time so that justice is not delayed. He further suggested regular joint sittings of CWC, JJB and DCPU in the district for better coordination and implementation of juvenile justice. 
DDSE Tabia Chobin dwelt at length about the major provisions of the RTE Act 2009. DRCHO I/c Dr Radhe Anku spoke about the special provisions available for children under NRHM. ASI Pansom Mirip shared information on the district’s Special Juvenile Police Unit (SJPU). 
Among others, Deputy Commissioner Somcha Lowang, ADC Millo Kojin, HoDs, ICDS officials, PRI members, ASHAs and Anganwadi workers attended the review meeting. DIPRO
