Naharlagun, Sep 20: A five-day Refresher Training on Establishment Rules & Office Procedures. which commenced on September 16 last at ATI Naharlagun conducted for the Group ‘B’ & ’C’ employees of state government has concluded today. Altogether 53 participants from various Head of Offices attended the basic required training programme. 
The main objective of the programme is to familiarise the ministerial employees with different facets of establishment and administrative procedures and also effective office management with a view to enable the government functionaries in disposing of their day to day works efficiently and correctly. During the inaugural session, the Director ATI Pate Marik emphasized the rule of law through appropriate application of laid down rules and procedures as governance without application of correct procedures and proper record maintenance will defeat government policies. He advised the participants to improve work culture with devotion and dedication to their duties to serve society in a transparent and equitable way. 
“The ministerial employees are the custodians of government rules and procedures and as such, it is an obligatory part of every employee to be equipped with all relevant rule books and procedures and read them to update themselves which will lead to correct application of procedures thereby reducing corruptions and improve transparency,” the Director ATI said. 
He further advised the participants that every government servant should know the purpose of their departments and encouraged them to read the Business Allocation Rules of the State Government so as to dispose off their duties as per responsibilities prescribed in the rules. 
The key resource persons of the programme were Tanyang Tatung (FAO) Directorate of Accounts & Treasuries, Itanagar, Debojit Dhar (FAO) ATI & Directorate of Civil Aviation Naharlagun & Pate Marik, Director ATI.
