ITANAGAR, Dec 3: Tens of thousands of people from various walks of life joined a Mass Referendum rally demanding the arrest of former Chairperson of Arunachal Pradesh Public Service Commission (APPSC)  Nipo  Nabam and others involved in the 'Cash for Job' scam involving the state's highest recruiting agency.
The rally was jointly called by the All Nyishi Students'Union (ANSU) and All Arunachal Pradesh Students' Union (AAPSU) including Pan-Arunachal Joint Steering Committee-APPSC (PAJSC-APPSC). Various community-based organizations, district students’ organizations, NGOs, aspirants, and their parents participated in the rally which began from DN Collage Itanagar and culminated at IG Park Itanagar.
Addressing the gathering, Issue Chairman, Techi Puru expressed dissatisfaction at the manner of the ongoing investigation. "Investigation agencies are yet to arrest the big fish; interestingly they are only arresting the candidates or their relatives whereas the former Chairman of the APPSC Nipo Nabam is yet to be interrogated or arrested," he said.
Referring to the huge participation by aspirants in the Referendum rally, Techi said that it proof of the level of frustration among the youths and the need for total reformation of the APPSC. 
"Aspirants will not stop here. If the state government fails to bring total reformation and arrest the former Chairperson of the Commission, youths may take other extreme democratic steps," he cautioned.
Speaking on the occasion, President All Nyishi Youth Association (ANYA), Byabang Joram alleged that the corruption began from the Chief Minister's Office (CMO), and demanded an investigation. "How can a government official take bribe under the nose of the Chief Minister; there must be some link or share from the bribe for the CMO," alleged Joram while demanding an investigation from the top level to clean the system.
Earlier, President ANSU Nabam Dodum said that ANSU will not step back from the issue unless all the demands of the aspirants are fulfilled.  Almost three months have passed, but the investigation didn’t go over Taket Jerang, he said.
Dodum informed that ANSU has submitted 13-point memorandum to the Chief Minister demanding immediate arrest of the Chairman, Secretary, Members & All other officials of the APPSC from 2014 to 2022. Immediate constitution of fast- track court for prosecution of the accused involved in the APPSC paper leakage scams including immediate establishment of state administrative tribunal among other points.
In its memorandum, ANSU also demanded disclosure of the status of the Departmental Enquiry  reports initiated so far against the various  suspended or arrested officials including immediate disclosure of the three-member committee report.
Suspension of all the upcoming examinations till the completion of the investigation process and to endorse UPSC to conduct the upcoming examination till the completion of the investigation process. Demands also include, all higher officials above the rank of deputy secretary must be investigated and arrested from 2014 to 2022.
Any examination found to be involved with malpractices like paper leakage scams must be immediately declared "null and void". Immediate legislation and implementation of the whistleblower act and others.
