Itanagar, Nov 18: The Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) has reiterated its demand for the State Government to frame and publish the Rules of the Arunachal Pradesh Freedom of Religion Act (APFRA), 1978, as stated in its memorandum submitted to the Chief Minister on October 18 following the peaceful rally “APFRA, 1978; Ab Tak Kyun Nahin, Kab Tak? Chalo Itanagar.” IFCSAP announced that if the Government fails to issue the Gazette notification by November 18, the organisation will begin a series of democratic protests starting   November 19.
The first phase will include a Black Badge Protest from November 19-21, followed by Maun Vrat (Silent Dharna) on November 27&28 at Tennis Ground, Itanagar.
All individuals will also wear black badges during IFCSAP Day 2025. 
IFCSAP further stated that extreme steps such as hunger strikes and bandh will be considered only as a last resort. All protest programmes will be withdrawn immediately upon fulfilment of the demand.
