ITANAGAR, Jun 15: In a significant development, a Public Interest Litigation (13/2022) has been filed in the Gauhati High Court –Itanagar Bench before the Justice SK Medhi and Justice Kakheto Sema praying for registering a criminal case as well as a judicial inquiry on the mismanagement of funds meant for project under the Deen Dayal Upadhyay Gram Jyoti Yojna (DDUGJY) pertaining to three districts -- West Kameng, Tawang and Namsai worth Rs142.74 crore.
In the said PIL, Advocate Mehmood Pracha claimed that the work/tender process was allotted without following due process of law wherein recourse to forgery and other illegal means were adopted. It is also alleged that the entire concept of a fair competition was minimized and the work was allotted to favoured parties.
While observing the PIL, the Hon’ble Court has issued notice to the Department of Power, and other ten officials to submit their affidavit within four weeks. The court has also listed the case for July 25th next.
"The Petitioner Kaku Potom has earlier sought intervention from various authorities including Chief Minister, Governor and Chief Secretary and several other authorities including from central agencies regarding corruption in the said project before filing the PIL but it was neither redressed nor any action was initiated ," said Advocate Pracha justifying the PIL.
"Ignoring all the rules, the department had floated a tender for the said project in Bomdila for all the three districts without e-tender, no records in newspapers nothing," said petitioner Advocate Kaku Potom while adding that this issue was in full notice of the Chief Minister, but despite that no action was taken.
