ITANAGAR, Jun 19: The Galo Welfare Society (GWS) submitted a memorandum to the Chief Minister today expressing dissatisfaction over the lack of progress in Late Tumi Gangkak case.
GWS stated “Late Tumi Gangkak was a highly respected officer with an impeccable service record and a key witness in the investigation of alleged irregularities in the examination processes conducted by the Arunachal Pradesh Public Service Commission (APPSC) from 2014 to 2022. The GWS firmly believes that his death may be linked to the largest job scam in the history of Arunachal Pradesh, making it imperative to uncover the truth surrounding his demise.
In its memorandum submitted to the CM, GWS  emphasizes the need to conduct an inquiry under the Commission of Enquiry Act 1952 within one month of the memorandum's submission, ensuring a comprehensive and unbiased investigation.
Transfer the relevant case from the Capital Police to a state-level Special Investigation Team (SIT) under the direct supervision of the Chief Minister, to eliminate any potential conflicts of interest.
Retrospectively revoke the suspension of Late Tumi Gangkak and exonerate him with regard to the paper leakage fiasco. Additionally, the GWS requests appropriate assistance to be provided to the bereaved family during this challenging period.
The GWS further expressed its disappointment with the lack of progress in the investigation and accused the police of distorting facts and engaging in character assassination of the deceased through media platforms. They highlighted their concerns regarding the police department's reluctance to interrogate their own officers implicated in the FIR, as well as the questionable shift in the investigation's focus from murder to suicide.
The Society also questioned the motive behind labeling Late Gangkak as a depressed individual, stating that the suicide narrative lacks merit. They refuted claims of misusing or siphoning corpus funds, emphasizing the judicious utilization of the funds according to existing norms. The GWS urged the authorities to disclose the Call Detail Records (CDRs) of certain police officers and APPSC officials to investigate their potential involvement.
GWS has urged the authorities to reveal the names of candidates from the 2016-17 batch of APCS serving officials. These candidates were to have their forged award sheets verified by Gangkak on the day he went missing. The GWS has received information suggesting that these candidates come from influential families, with some having close relatives serving as high-ranking police officers. The GWS has expressed concerns about possible information leakage regarding Gangkak's visit to the CBI office on the fateful day. Society has emphasized the importance of summoning all suspects, including the candidates in question, to ensure a comprehensive and unbiased investigation.
The GWS has also stressed the need to disclose the CDRs of APPSC officials. Gangkak had previously reported suspicious activities involving Taket Jerang, the prime accused, to Chairman Nabam Nippo between June and July 2022. Additionally, Gangkak had faced threats from a senior colleague named Nima Tondrang, who was suspended for his role in the 2014 APPSC fiasco. The GWS believes that the CDRs of APPSC officials may provide significant insights into their potential involvement in the case. 
Late Tumi Gangkak had been an advocate for integrity within the APPSC, documenting instances of wrongdoing and calling for corrective measures since 2013. His notes from 2016 and 2021, in particular, shed light on the urgency for action. The GWS has emphasized that Gangkak's commitment to transparency and fairness should not be overlooked.
The Galo Welfare Society has urged the authorities to prioritize transparency and accountability in the investigation. They have called for the prompt disclosure of the CDRs and the names of suspected candidates from the 2016-17 batch of APCS serving officials.
