ITANAGAR, May 7: Home Minister Bamang Felix today reiterated that the state government has no constitutional right to declare the examination conducted by the Arunachal Pradesh Public Service Commission (APPSC) as "null & void".  
Speaking to reporters on Sunday at the civil secretariat, he added that, in the meeting held on 18th February last under the chairmanship of Chief Minister Pema Khandu, it was decided that any decision on this matter can be taken after the constitution of the Arunachal Pradesh Public Service Commission. "No other executive authority is competent to take this decision as the exams were conducted by the APPSC, which is a Constitutional body with a defined mandate," the Home Minister said.
The process for the constitution of APPSC has been initiated on 29th April with the issue of vacancy notification for the vacant posts of Chairman and three Members of APPSC. The application proforma consists of a section wherein the details of immovable property are to be given by the applicants. I appeal to all to help expedite the process of selection of the Chairman and Members so that various pending decisions can be taken by the Commission at the earliest, Felix added.
Addressing the popular opinion of several organizations that former Chairman of APPSC Nipo Nabam should have been arrested, Felix said the government has from the very beginning given a free hand to the investigation agencies to investigate and arrest all those who have been found guilty. He also clarified that neither the Chief Minister nor any Minister or MLAs have met Nipo Nabam in the wake of the fiasco adding "Photos going viral on social media are false."
He also added that the government will abide by the legal process and not spare those found guilty of misconduct.
While expressing sadness over the demise of whistleblower Gyamar Padang, Felix informed that the Chief Minister has also condoled his death and has called the family members for talks. "State government is also mulling to confer recognition to late Gyamar Padang for his contribution. Let us not allow his death to go waste. Let us rededicate ourselves in the path of development in general and reforms in APPSC in particular," he said.
Further, the Home Minister also termed the  bandh called by few individuals and organizations from 10th February as illegal and warned that authorities will take strong action as per the laid down laws against those who will try to disturb the state.
Felix said that the government has proactively taken a series of steps to bring reforms in the entire APPSC and almost all issues as decided on 18th February have been resolved. He added that if there was any delay, it is because "we are dependent on some independent agency or because the process is a continuous one."
"By linking late Padang's  name with bandh calls, we will only be causing  disservice to his soul and denigrating his role as a peace-loving person. Let us do something positive in his memory," he implored.
