ITANAGAR, Dec 7: Arunachal Pradesh Governor Brig. (Dr.) B.D. Mishra (Retd.) addressed the student officers of the Indian Armed Forces and also Armed Forces Officers of 28 friendly countries of the world at the Defence Services Staff College (DSSC), Wellington in Tamil Nadu today.
The Governor, who has rendered 36 years of meritorious service in Infantry in the Indian Army, dwelled at length about the importance of good civil-military relations. He said that good civil-military relations promote security and peace in the country, which enables development of the Nation and leads to the welfare of the people, which is the ultimate goal of a democratic welfare State like India.
The Governor, who attended DSSC as a young officer, then held the prestigious post of Instructor of the Institution, because of his high meritorious career, said that time has now come for India to also upgrade and graduate Civil Military relations into Civil Military fusion. He suggested that the optimization of Civil-Military Relations should be an integral part of the National Defence Policy and must aim at making the Armed Forces ‘Atma Nirbhar’ and making the country ‘Shrestha Bharat’.
The Governor exhorted the student officers of the Indian Armed Forces to imbibe five traits, i.e. observant eyes, perceptive mind, commitment, innovative action and perseverance and six attributes, i.e. transparency, accountability, probity, equal dispensation, self audit and mid-course correction when, where and as needed. He also reminded them of their fundamental duties towards fellow human beings and advised them to do good turns to the people whenever and whatever possible.  
Four hundred and seventy nine Armed Forces Officers, including thirty-nine foreign officers attended the programme.
