KIMIN, Apr 23: A team of the Papumpare District Border People’s Forum (PPDBPF) visited Kakoi circle under Kimin of Papumpare District after getting reports from the public of Kimin -Kakoi Circle that a team led by Assam’s magistrate was illegally patrolling territorial parts of Arunachal Pradesh without notifying their counterparts in Arunachal Pradesh and had set up camp in the state's territory.
During conversations with the Assam police and forest authorities, the PPDBPF team learned that they had no proper idea about the territorial jurisdiction and that the district magistrate had instructed them to set up camp without any written orders. The PPDBPF alleged that the Assam counterpart was violating the agreement held  between the then Chief Minister of Assam, G. Barbora, and the Chief Minister of Arunachal Pradesh, PK Thungon, in 1979. According to the agreement (Minute Serial No. V), Assam and Arunachal Pradesh officials should give notice before entering each other's territorial jurisdiction. However, this agreement was never maintained by the Assam administration and forest officials, stated the forum.
The incident came to light when villagers noticed the Assam magistrate illegally patrolling the territorial parts of Arunachal Pradesh and setting up camp. The PPDBPF urged the Deputy Commissioner of Papumpare to visit the location for verification. The team also urged the state government to ensure the safety and security of the public living in the boundary areas.
