ITANAGAR, May 5: A review meeting cum debriefing observation session from the field visit of the Joint Secretary (MGNREGA), MoRD, GoI and team was held to discuss the priorities and target for MGNREGA implementation in the state for the financial year 2017-18. 

Appreciating the central government for the implementation of the MGNREGA welfare programme for the benefit of the rural poor, Minister ( RD) Alo Libang said that although the state faced a lot of problems due to poor road connectivity, bad communication lines and poor IT connectivity, which were worsened with the coming of the monsoon rains, a lot could be done for the better implementation of the scheme with provision of training and knowledge of rules and guidelines to the grassroots level workers like Gram Panchayats and Gram Sabhas.

He also emphasised on the importance of MGNREGA and encouraged the distribution of the benefits of the scheme, through their inclusion, to the 9 lakh rural population of the state, who would find gainful employment in the villages itself and not migrate to the towns and in turn create durable community assets in the rural areas. 

Alo Libang also assured that the salient point brought forward by the visiting central team like timely updating of MIS, Strengthening of manpower, start of e- FMS, completion of incomplete works, state convergence plan etc would be looked into and strictly warned all PDs and BDOs to work diligently for the successful implementation of the scheme. 

Chief Secretary Shakuntala D. Gamlin ,speaking on the occasion, said though the problems like poor road connectivity and bad IT connectivity being faced are real problems, the state working towards achieving a collective vision which should translate into a transformational story of development, progress and self sufficiency of the rural areas and rural population. She also said that the people here were not lacking in collective vision and positive attitude, but that proper training and know how was required, which could be imparted and people could be trained on organic farming, eco tourism etc which could wean the people from dependence on government jobs and make them independent and self sufficient. 

Joint Secretary, GoI, Aparajita Sarangi, gave a presentation and highlighted the positive findings of the field visit like wonderful ownership by the PRIs, high awareness about MGNREGA and the programme acknowledged as beneficial, visible community participation, satisfactory quality of assets etc. She also brought out the observations and thrust areas that all had to concentrate on like fund flow from the state government, marginal participation of state RD department in the implementation process, limited manpower, adoption of e- FMS, poor record maintenance, completion of the 7000 incomplete works, Aadhar seeding in the programme database, capacity building of staff, no diversity in works, no defined material procurement process, no citizen information board and wall writings, only 6 % of manual casual labour of households verified, slow verification and update of job cards, no convergence plan in place, MIS entry to be expedited etc to make the programme more successful in the state. She also said that emphasis should not be laid on limiting the number of man days and instead works should be properly planned and executed so that the minimum 100 days employment is generated for the villagers and that rural assets are created and gave an assurance that the central govt would provide the necessary funds. 

Special secretary (RD) Nyali Ete gave a presentation and the keynote address on the performance of the state in MGNREGA. Also present in the meeting were Parliamentary Secretary Mama Natung, Principal Secretary Satya Gopal, Commissioner Ashish Kundra, Secretary (RD) Dani Sulu, Director (MGNREGA), GoI, Gaya Prasad and officers of the state government.
