ITANAGAR, Aug 21: The Confederation of Service Association of Arunachal Pradesh (CoSAAP) has demanded the state government to scrap the National Pension Scheme (NPS), creation of separate IAS cadre for the state and House Rent Allowance (HRA) etc during a press conference held at the Press Club here on Sunday.
Addressing the media, CoSAAP President Patey Marik said that they are obliged by the state government's timely grant of 11% dearness allowance and decision to cancel all officiating appointments on out-of-turn basis. However, there are a few more demands of the organisation which is yet to be fulfilled, he said.
Revised allowance like house rent allowance (HRA), children education allowance, non-practicing allowance, immediate restoration of All India Medical Attendance Rule, transport allowance, Non-Teaching allowance for the teachers, allowance for all categories of nurses, uniform allowance for all uniformed personnel is yet to be addressed, the organisation said.
“Therefore, CoSAAP reiterates its demand for immediate implementation of house rent allowance as entitled in 7th Central Pay Commission, which would be a huge relief for the employees who are facing the brunt of exorbitant rentals in the state capital and district headquarters,” he said.
Likewise, the state government should also know the problems faced by the employees for the education of their children transportation (TPTA) with increasing fuel prices, the association added.
Claiming that the National Pension Scheme does not guarantee social and economic security of the government employees after retirement, Marik said the scheme is entirely share market investment of the employee's contribution which ultimately risks their fate including their families.
“Hence, we demand the state government to immediately implement the old pension scheme replacing the National Pension Scheme. This will guarantee social and economic security of the employees and their families,” he added.
CoSAAP further voiced support for a separate IAS cadres for the state. However, in the event of creating a separate IAS cadre, the government should ensure the status and responsibilities presently enjoyed and prevailing in the state, it said.
CoSAAP stressed for creation of new posts against newly created administrative units and more promotional posts to resolve stagnation in the career progression of state government services.
“The state government should also look into the provision for repairing or renovation of government residence quarters, so as to do away with accommodation problems of the employees and encroachment of quarters,” he said.
