ITANAGAR, Apr 13: The Confederation of Service Association of Arunachal Pradesh of (CoSAAP) has appealed to the state government to immediately revoke the suspension of former Under Secretary of APPSC, Tumi Gangkak following his death and complete the formalities for immediate payment of death gratuity, and other facilities as per service rules.
Speaking to the reporters,  CoSAAP President Likha Tech said that Gangkak, the former Under Secretary and Assistant Controller of Examination of APPSC died on February 23 under mysterious circumstance and was under suspension related to the APPSC paper leakage case.
However, under the fundamental rules, when a government servant under suspension dies before the disciplinary or court proceedings instituted against him/her are concluded, such proceedings would terminate and abate by reason of death. The period between the date of suspension and the date of death will be treated as 'duty' for all purposes.
“Now, therefore his family should be paid the full pay and allowances for that period to which he would have been entitled had he not been suspended subject to adjustment in respect of subsistence allowance already paid, with eligibility for family pension, death gratuity, encashment of leave, etc., as admissible,” he said.
The CoSAAP President said that the association also demands the state government and investigating agencies to probe the case in utmost free & fair manner and expedite the investigation part and bring the case to a logical conclusion before the public without delay and deliver justice to the aggrieved family.
Tech also reiterated the implementation of established rule to conduct Departmental Promotion Committee (DPC) meetings once in a year. He said that the DPC meetings is supposed to be held twice in a year to contain the malpractices in appointment/promotion issues.
However, still there is a largescale practice of Out of Turn Promotion (OTP) and Functional/Officiating appointments in various departments leading to large scale resentments among the employees.
“The most disastrous impact of these malpractices is that juniors are controlling their seniors leading to administrative disorders and de-motivating of personnel. The delay in conducting meetings also deprive eligible officials of their financial and seniority entitlements without their fault,” he added.
