ITANAGAR, Jul 4: Chief Minister Pema Khandu while conducting a review meeting of the Department of Land Management today stressed on enhancing revenue generation  and streamlining of processes related to land allotment and acquisition in state.
Going through a detailed presentation made by the Land Management Secretary along with officials, Khandu opined that much has to be done by the department to emerge as one of the leading revenue generating departments. He stressed on speeding up the process of converting LPCs to RoRs (Right of Record) so that revenue from land allotments is enhanced optimally. Incidentally, the department has set an ambitious target revenue of Rs 50 crore in the current financial year, a much bigger one from  the last year’s generation of Rs 12 crore.
Department officers informed that softwares and equipments to digitalize land records are in place and the process of conversion would be undertaken by the respective district administrations soon. “Once all records are digitalized and conversion of LPCs to RoRs is completed, department’s revenue generation would shoot up,” the officers assured. It was informed that almost 1700 new land allotments have been given after the government decision of converting LPCs to RoRs, of which  about 400 are in Capital Complex and the rests in various stages of process.
Department’s attention was drawn towards reported ‘illegal’ allotments in government colonies with advice to re-verify such cases. CM was informed that land required for the Hollongi Airport has been acquired and handed over to Airports Authority of India and except for one section in Lower Subansiri district, land acquisition for the Trans Arunachal Highway is almost complete in other parts of the state.
The department also sought attention of the government towards the issue of non-uniformity in land acquisition rates across the state, which it said needs to be rationalized to smoothen the acquisition process. The progress of cadastral survey of districts being done by the department was also discussed in detail.
Acknowledging the shortage of staff and lack of technical know-how on digitalization and cadastral survey in the department, CM assured budgetary provisions for the same. Chief Secretary, Secretary to CM, Director & officials of the department and DC Capital Complex were also present. CMO
