ITANAGAR, May 17:  In a marked contrast with the preceding 7-day ICR lockdown, on the first day of the new two-week extension that commenced on Monday with some relaxations, streets in the state capital were flooded with hundreds of people and vehicles resulting in extensive traffic snarls.
Earlier on May 15, both the Principal Secretary to Health and Family Welfare and District Administration ICR issued orders separately announcing extension of Covid containment measures in the state and in the ICR as well. Speaking to the media, Deputy Commissioner, ICR Talo Potom informed that denizens got confused about both the order on relaxation of containment after May 16 which is the reason for the jam on the streets. As per the order related to the Principal Secretary, the relaxation on timing for opening of shops is from 6 am to 2 pm, whereas in ICR the relaxation was allowed only for a few designated shops and that too in sectors/colonies only.
“Witnessing today’s mess on the streets, we have decided to impose the curfew till May 31 next,” said Potom while adding that relaxation as well as a restriction on movement of vehicles and institutions will remain the same. We have allowed e-commerce platforms to function and also roped in some local vegetable vendors who will now sell green vegetables in sectors and colonies with proper SOPs and there is no need for the denizens to panic, the DC assured. Expressing concern over the massive traffic jams on the streets and large gatherings in the markets, Superintendent of Police, ICR Jimmy Chiram has appealed to everyone to strictly follow all SOPs. Contact numbers of all the e-commerce sites for essential items including LPG have already been shared and the Helpline Number is also available  on the various platforms, he informed, requesting the denizens not to roam without valid reasons during curfew.

Meanwhile, after announcing the curfew which will remain in force till 5 am of May 31, the ICR DC held a meeting with all the corporators of the IMC led by Mayor Tame Phassang, home delivery firms and other stakeholders to discuss the measures required for successful implementation of the curfew.
The mayor stressed that the priority should be to stop the chain of transmission and assured IMC’s cooperation with the District Administration in this regard. The DC stressed that with imposition of the curfew in the ICR, no one should be allowed movement except essential and exempted services. Citing the day’s chaos he urged the corporators to pass on such information to the residents of their respective wards from time to time. While reviewing the home delivery services, the DC also urged the denizens to utilise their services and asked the corporators to take stock of the same from time to time. 
LPG and all essential commodities are being delivered to the homes of denizens, the DC added.
