ITANAGAR, Aug 23: The Cabinet Committee on Infrastructure (CCI), under its Chairman Chief Minister Pema Khandu, today cleared projects worth more than Rs 700 crores.

In a detailed discussion on infrastructural needs across Arunachal Pradesh, members consisting of Deputy Chief Minister Chowna Mein (Minister-in-Charge of Planning, Finance, and PWD), the Chief Secretary, Commissioner Finance, Planning & Investment and Secretary Planning (Member Secretary) took several major decisions after going through presentations by individual government departments.

One of the major decisions taken was that in order to have a uniform system for revision of project costs, all departments were asked to submit proposals to Planning Department which will get it vetted by a committee of chief engineers constituted by the Government for the purpose.

It has also asked the PWD to prepare a comprehensive roadmap for connecting all the urban centers and administrative headquarters in a phased manner in order to ensure that roads are constructed in a planned manner which results into the optimum utilization of resources.  

The CCI also approved the proposal of constructing a Directorate Complex in Itanagar to house all directorates under one campus to increase efficiency as well as ensure the security of government employees and also reduce unwarranted expenditure.

Taking into account the lack of facilities in the newly created districts, the committee has decided to allocate funds for the creation of basic infrastructure for the newly created districts in the next budget.

Taking serious note that a major chunk of Government resources is going for construction retaining wall, protection wall, boundary wall, etc., the CCI asked concerned departments to ensure that funds allocated to them should be utilized for their core activities only.

It was also decided to restrict the contingency charges of project costs to 1.5 percent from the existing 3 percent.

It was decided to construct tribal cultural centers in all districts and to create infrastructure for making UDAAN II functional.

The CCI has also approved a Ring Road through Jully, Itanagar; restoration of Potin Pangin Road; completion of Komsing Bridge at Pangin; CC Roads in district headquarters Tawang, Seppa, Namsai, and Raga; Double Laning of Steel Arch Borum Bridge and CC Pavement in Itanagar and Naharlagun.

In another major decision, it was decided to establish a Seismic Isolated Training Research and Quality Control Institute as well as upgradation of infrastructure of Working Women Hostel at Itanagar; Dist. Secretariat Complex at Pasighat (Rs 25 cr) and Itanagar (Rs. 12.50cr) and construction of a separate building for APPSC.
