ITANAGAR, Apr 18: Taking strong exception to the state government decision to create Mon and Patkai Autonomous District Councils , Students United Movement of All Arunachal (SUMAA) today urged the state government to immediately revoke its decision failing which the organization has threatened to go for democratic movement from April 28 next.
Addressing media persons at press club today, President SUMAA Tagru Tame claimed that such decision will never benefit the common people but rather divide the state and its people.
Asserting that the decision to create ADC is totally for political benefits, he also anticipated future political and demographical damages.
‘ADC is in direct contradiction with the Bengal Eastern Frontier Regulation Act of 1873, the re-organization of North Eastern States 1972 and the Arunachal Pradesh Panchayati Raj Act 1997 that will create series of discrepancy in the state machinery system,’ he said.He further opined that under sixth schedule of constitution, ADC has been given more power than the local governments and the ADC has power to decide if a state legislation on subject matters under the autonomous councils should apply to their territories or not, so its proves that ADC will run parallel government in the state.
‘Giving green signal to ADC means giving equal rights to all refugees like Chakma-Hajong and Tibetans as there are norms to appoint at least four members from underprivileged society directly by the Governor,’ he asserted while demanding immediate revocation of the decision.
General Secretary SUMAA Suraj Ligu also termed the move a political agenda citing that few senior political leaders also agree to this fact.
‘There is already a separate department for three disturbed districts – Tirap, Changlang and Longding called DoTCL where crore of funds are being sanctioned every year, despite that if government decides to form ADC for these three districts then it is sure that militant groups like NSCN is going to take over the control of all three districts,’ he reasoned.
